I just wanted to check to make sure I'm doing it right. Librarian's are always blue, chaplain are black and tech marines are red yes? Or do some chapters do them in their chapter colors?

Generally, that is the way it goes. Though, as you say, some different chapters do all sorts of things.
But, as always, they're your models. Absolutely paint them how you want to. The rule of cool always wins.
My librarian has black armour, my techmarine probably will have too, if I ever get round to him. Automatically Appended Next Post: Also, just looked at the Orks in your gallery. You're obviously a talented painter, it'd be a shame if you felt hamstrung into painting something in a way that you didn't particularly want to.

When they become space marines they have their man bits deactivated so the chapter doesn't "do" them regardless of what they wear.
As for colour, the ones you mentioned are the traditional ones. A lot of people now prefer to paint them the same as the rest of their army but include the branch colour somewhere like a shoulder pad, knees, helmet - up to you.
Same with librarian robes, they should be yellow with a black border at the bottom showing what rank librarian they are such as codicier or epistolary. Again it's up to you.

Special units like these, I paint however I feel they will look coolest, but I always, always reserve one single part of the armor to indicate their chapter, with the proper color/logo. Looks really sweet.

The shoulder pad with the chapter icon is usually in chapter colours - but these are hard & fast rules.
As Alan says, what ever floats your boat.
I certainly wouldn't complain if they turned up in different colours or in chapter colours as long as it's clear that the libs a lib, the chaps a chap & the techs a tech from the model.
