In the rule entry it states that it's affect gives no benefits when making a charge move, does the mean model that would take dangerous tests in difficult terrain must do when charging even though they have move through cover?

Most units don't have to take dangerous terrain tests when charging through terrain. Those who do and have move through cover are rare but would automatically pass the test. The rule specifies that it doesn't affect charge distances, you don't lose the dangerous terrain part.

If were talking about a model with "move through cover" specifically than no as he automatically passes dangerous terrain. It just doesn't affect range.

If were talking about biker units without MTC, they treat difficult as dangerous and then yes they'll take the dangerous terrain tests.
