You're a little low on viable troops at that point level. The two 10 man squads are fine. It's the 5 terminators and 3 bikes that feel brittle. There is a lot of 2+ denying weapons out there currently.

And don't think I have all the answers either. I've been trying to make this codex work for me since it got released.

1. I suggest keeping dev squads 5-6 men. and designating them for ONE task, IE, missile launchers, plasma cannons. lascannons all around.

drop the power weapons from the vets and give them special weapons. (plasma guns are nice here) take a libby w/ prescience and plop him in the squad. for rerolls to hit. or take 2 and plop on with a dev team. I figure you want competitive so no DW army. here is an Idea I threw together.

Eziekiel- 145
Librarian- 100 (ML2)
3 10 man tacs w/ plasma gun -465
2 10 man veteran squads w/ 2 plasma guns 3 combi meltas(or plasma) Sgts. w/ power weapon in rhinos(or drop pods)-580
7 man dev squad w/ missile launchers w/ flakk- 195 (194)
7 man dev squad w/ plasma cannons- 154
5 man black knights squad w/ grenade launcher- 210
1850 on the dot.
(well 1848 I guess) IF you have these models. you can drop the devs down to 6 mans and grab storm shields for some of your vets. you can put Ezekiel and/or the other libby (both with prescience for twinlinked) with the vets. or one with the vets and one with the dev teams (I recommend this as you can cast the same power twice )

the vets play aggressive with the knights and distract the enemy from your 2 tacs you are moving up. while the devs shoot things to death. (prescience works amazingly well with plasma cannons and guns) your only weakness here are helldrakes, which if you fight chaos most likely will be about 2. and there is not really any way to counter them :/ except be me and take mostly DW terminators/knights haha. you can also swap the combi weapons to whatever ya want!

I'm limited to the models stated plus a libby and 3 tact models and a dred. I'm not trying to be competative per say but I am trying to make the most of what I have.

The landraider only carries 10. So that's 9 vets and Az.

you can proxy the 3 man bikes as black knights until you get them. same goes for the tacs to vets. except when you say 3 tac models, do you really mean only 3 MODELS? the libby can also be proxied as Ezekiel until you get him. drop the bolters on the pred and take TL lascannon imo.

you CAN proxy the devs squad weapons. again I would suggest getting more asap. As long as your not doing tournaments friendly games should be fine with proxies. this stuff is expensive. for the devs, plop Ezekiel with them and gives them plasma cannons (prescience!)

Proxy the terminators as DW knights, plop them in the land raider

Plop your vets (again suggest to use a more shooty build for them) and Azreal in the rhino.

the pred is fine with either main gun, if you have the spare points the sponsons are fine, but that would be 2 power weapons on your Sgt. in the tac squads I believe.

I honestly suggest getting a redeemer, they are my fave by far and cost 10 points less. and carry 12 I think.

Actually I'm poxying a fair bit and the local unofficial tournaments are cool with poxying. And yes it was three individual models and I forgot to add that I also have a tech marine. I'm a little bit iffy on the redeamer due to rang and was planning on using the laz cannons on the raider as an anti tank. I feel that if I were to make my vets shooty I might as well make it another tac squad.

the vets have things that tac don't. they have access to an extra plasma gun, combi weapons. PLus they look a lot cooler .
the redeemer has assault cannons so has decent range when you add the MM. but either would work as a transport for your DW knights. I would like the vets to be better melee myself but they just are not. you get more bang for buck with shooting I feel, give the sarge and maybe one other a SS and power weapon/fist that can't be challenged out and you'll do fine. if you really want them to be CC then go for it with the redeemer. 10 man squad w/ Azreal for the 4++ isn't half bad.

I would suggest a SS+ power weapon sarge and two other power fists if you go that route.

2 tactical with plasma gun and combi plasma
2 10 man dev squads with 4 missles and flak
deathwing nights
terminators with cyclone missle
landraider redeamer with multi melta and storm bolter
dreadnought with twinlinked lazcannon
2 rhinos with xtra storm bolter
2 tech marines
