It doesn't even end the shooting of the unit that he's attached to!
Say you've got the Mek stuck in with a squad of lootas. You declare the target for the unit, decide to resolve the shock attack first, roll a pair of 5's, the lootas then get to shoot as, shooting from a unit is done simultaneously.
He has fired himself instead of snotlings, he still fired and so can the unit he's with.
The converse would also be true. If the lootas fired first, you would still have to roll on the shock attack chart and fire/deal with the consequences even if it would be unnecessary or detrimental.
Having a unit in close combat doesn't negate the entire shooting phase for the rest of the army as you can easily have many units engaged all over the table at any time.
