I'm looking to start a conversion army up but im having trouble getting down which army would be best suited to the task and still be ok to use in store or on the table without been stupid.

I want to do a necromorph army giving me a lot of opportunity to go crazy with bits and pieces and green stuff. I need an army which I can convert up to look like undead meld of flesh and slashy spiky bits but wont stop them been used as their models intended. Each army has some good options but then some bad ones, like I was thinking maybe guard, because after all necromorphs are just human bodies but I don't think it would work because they would need to be identifiable as the unit and still be able to shoot and have an army structure and orders and so on so it wouldn't work. Then I'm thinking maybe tyranids, heavily converted they might work still but again im unsure. Maybe chaos space marines army structure might work with the theme?

Not all models need be really converted just bits added here and there, as long as the main units i can use as troops look necromorphy I can handle having leaders half mutated or so on.

In short im a little stumped.

Necrons, actually. Their ability to get back represents what the necromorphs do well.

Mutations are part and parcel of daemonic influence. Two ways I see it are as cultists or allied IG to a daemon or CSM army.

Dead zombie like things are totally in nurgle's domain.

Id say Nids. Primarily CC, Cheap Hoards and lots of monsterous creatures.

E.g
slasher - Hormagaunts
puker/spitter - termagaunts
guardian - biovore
Brute - Carnefix
Infector - close combat gargoyles
Feeder tendrils - Ravagers
etc etc

I havent played DS3 yet so cant say about creatures from there and my nid knowlege is an edition out of date but they seem the best fit to me.

I'd say Daemons above all else. The invuln saves represent their durability pretty well, they're fast, and they want to chop your face real good. A friend of mine has a converted Daemon army where most of his models look somewhere between Event Horizon, The Thing, and DooM 3, and that's pretty much the trio that Dead Space riffs on.
