The large blocks could be made of anything really. Plastic, wood, modeling clay would all work, even polystyrene. I would cut up squares of plastic sheeting or thick card, and stick it on top to produce the tiles.
Then it looks like it has been flocked in places with sand to produce the broken rubble parts. Then you would paint the whole thing in a dark grey, and dry brush with a lighter grey to get the stone effect.
I have also see people scrunch up metal foil and push it repeatedly into clay to get nice stone effects.

You can take some tile and glue some plasticard with the texture onto the piece of tile.. Then using a ground texture to fill in the blank areas.. Its rather simple.. If you didnt want to use tile as the base, use bass wood and plasticard..

You CAN DIY your own bases, but i find that, if you have the funds, the easiest way to do it by far is to just by the actual basing kits, not necessarily GW, but from any hobby store (you can buy bases almost identical to those in the ebay link).
If however, you don't have the money, then the advice given above is the way to go for you.

The bases in those pics look to me like they're cut up bits of GW's Cities of Death floor panels, glued to normal bases, with painted sawdust/sand added. Not difficult to do at all.

If you have the funds, you might get better results by buying sculpted resin bases, e.g. by Micro Art, Tabletop Art, Basicks, Secret Weapon Miniatures, etc.

I'll be using these specifically with Sisters of Battle. How do you work with the solid bar between the feet? Slot the base, or cut the bar off?

There are tons of options dude, do what you like, the slot can really help hold the model in place though. Other options you can go for are sheets of cork, painted up they look a lot like rubble when they're crumbled or cut into slices. Other options for bases are taking pieces of spure and lining them up to make wooden slats, just score them with your hobby knife to make the grain.
If you go to a store like Hobby Lobby and go into their modeling/minatures section you will be amazed at the awesome variety of things they sell to add detail to terrain that can just as easily be used on your models.

I'd second Bobaram on the use of cork-board to create a stone effect base. By tearing off a section, it gives you a rather realistic rough edge to the stone. Additionally, the cork board can be layered to add height and interest to the base. The only problem I find with using cork-board is that the flat surface of the board doesn't look right for a' rock surface. I get around this by using some of GW's Astrogranite across the surface to roughen it up, but I guess using sand, grit or even flock (depending on the surface you're going for) could be used to get the same result. Experimentation is really the key to making decent bases. I started off slapping on astrogranite, badab black wash and a tyrant skull drybrush on mine, but it was often commented that my bases were lacking somehow. So, I just read up a little on Google and then got stuck in with whatever I could find lying about - it's seemed to turn out well so far.
