Or are they merely "filler" to boost the size of a maxed out Initiate squad and/or only useful when you're adjusting points to get something else into your armylist?

IMO they already only had this purpose back in the old Black Templar codex, but now that the points difference between the Neophyte and Initiate has dropped from 6 down to 4, it's really that much more tempting to just stick with Initiates, dont you think? For 4 points more I get to hit WS 3 models on a 3+ and my boltpistol also hits the enemy on a 3+. Most important of all, I improve my save from a 4+ to a 3+.

Outside of an LRC or Black Tide , I don't see the value in them.
Maybe if all you fight is Heldrakes, since they both die the same.

As mentioned, unless you're trying to max out a unit in a LRC or for a 20-man blob they don't bring much to the table. Some perspective though: in CC against another MEQ they still hit and wound on 4s for a cheaper cost, and with ccws they bring the number of attacks up.

yeah but with 6th ed wound allocation they die all the worse due to 4+ armor. And the price drop for the Initiates has really given them the final blow it seems.
