Question: When Swooping Hawks enter play via Deep Strike they are allowed a special attack in the movement phase. (I do not remember the name of the attack unfortunatly) This attack is made by one model and does not require line of sight; it is a blast or large blast pending on squad size and ignores cover. The attack however is NOT barrage. With that said, if the model "firing" the grenade is the exarch or standard warrior, would you get the full BS reduction to the scatter even if you do not have LOS? Also, I assume that the attack can be made against models that are under a ruin as it is not a barrage attack, corrct?

Only an indirect barrage shot scatters full amount, if you're not using barrage there's no reason to use that rule.

Regardless of whether or not it's a barrage or blast it can still attack a ruin. The only difference per the BRB is that the Barrage targets models only on the level that the center hole is over, and blast targets and only hits whatever level you declare.
