Looks like a pretty solid list. Personally I have not found Rat Ogres to be very effective. I would rather have the Plague Furnace than Ogres (makes your monks unbreakable) or if you have the points room swap out the ogres for a Hell Pit Abomination. If you have room for the Power scroll in your points, it is a nice way to sneak in a dreaded 13th for only 13 casting points. I like your 3 wizards, I've had most success when I bulk up on them. I've had a lot of success with a doomrocket equipped warlock.

Looks pretty good, but you can't have a dispel scroll and an earthing rod.
You only get 1 arcane item (warp tokens excluded).
For the BSB, I'd go with survival gear, not offense. He's too valuable to not do everything you can to keep him alive.

A lot of people don't like the plague claw, but for a 5" template of no armor save, it's pretty good, even if it is S2.
Wither helps it a lot.

The scroll is easily solved just transfer it to the monk. And tbf the kind of battle plan I have involves the slavessacrificing themselves on each flank while supported by a cannon and wheel each eith everything else slamming up amd through the centre and splitting off as necessary

Seriously think about putting the storm banner on the stromvermin if you go first AWESOME. But, if you dont then you can gimp some ones shooting -2 balstic and war machines also have to roll a 4+ to even shoot. If the WM needs to use the crews BS then they are -2 still. flying units can fly so they have like a 2" move!! But you have to pop it at the begining of the yours or their round. so pop it at the right time. then you have to roll 4+ every start of each round to see if it still keeps going i have had it go 3 full turns and by then i was in CC smashing things with my bell unit and plauge monks were doing what they do. but i still a plague banner on them to give them re-roll to hit and wound. think about adding warlock augmented weapon to the plauge priest as well.
I would cut your giant rats to just 5 with one pack master just need the dart wasting the extra points adding more. who cares if they die just there to re direct people and be a small speed bump before they hit bigger units. Other then that i think you have a super solid list and should be alot of fun. i <3 sakven good luck

First: it's against forum rules to list the points for each item and upgrade separately. The total cost of each unit is the way to go.

Second, this format is a little hard to read. Making it easier on the eyes will result in more feedback.

Now, here are my two Warptokens:

- the Seer on the Bell can make great use of an Ironcurse Icon, since his unit is going to see a lot of war machine attention.
The Earthing Rod is also widely considered to be The Best buy for him. It used to be the Power Scroll, but I think they're both viable; the Rod just helps you keep him alive, which is much more Skaven-y.
Skalm is another popular item, and I've gotten a lot of use out of the Shadow Magnet Trinket.

- you see a Warlock Engineer with a Doomrocket in basically every list ever for good reason. I usually make him my back-up Wizard (a lvl4 and a lvl2 is really all you need at this level), but that's just to save points.
If you do run a Priest, give him a flail, at the very minimum, or a Plague Censer, if you can. Without a Furnace, I usually kit him out with some combination of the Shadow Magnet Trinket, a Dispel Scroll, an Ironcurse Icon, the Foul Pendant, or Portents of Verminous Doom.

- here is "the best" build for a Skaven BSB: halberd + Charmed Shield + Talisman of Preservation. The Ward helps him stay alive, especially since Death spells rip through Skaven easier than anyone else. The rest is basically just icing on the cake. The halberd has always served me better than the extra armour from a shield; sometimes, the best way to survive is to kill the other guy.

- normally, I'd prefer to use Clanrats as my Bell-unit, since they're more durable per point, and the Bell shouldn't be rushing headlong into combat anyway, But Stormvermin certainly have potential. But with a single target that costs over 1000pts (as well as both your General and BSB), be ready for everything in their army to go after it.
For the price of those shields (which increases the resilience of the unit versus S5 and less shooting by 17%), you could get 5 more Stormvermin (which increases the resilience of the unit versus everything by 13%), and saves 5pts.

- Giant Rats are usually deployed in the "Rat Dart" formation: 5 rats and 1 Packmaster, 2-wide and 3-deep, for 23pts. It's fast, stupidly cheap, and still gets in the way of charges like any other chaff. Plus, every model gets to attack. 6 S3 I4 attacks can still threaten other chaff and war machines.
I've also tried them out in a big horde, and have had some success. But my suggestion would be to go minimum or big; if you want a medium-sized unit, take 20 Slaves with a musician; 42pts, 20 wounds, and it doesn't cause panic in the rest of your forces when it dies.

- I am not a fan of the Doomwheel nowadays, but it has its place. Still, I think the Abomination is a better choice by far. Doomwheels are specialists, they can take on small units, monsters, and multi-wound models. The Abomination can take on anything that doesn't have flaming attacks.

- Warp Lightning Cannons are superior to Plagueclaw Catapults in basically every way, and are cheaper to boot. Since you've got two Cannons, though, I guess it's not a bad buy. Though I think you might be able to spend those points more effectively elsewhere (see below).

- Gutter Runners are the trouble-shooters of the Skaven army. Even a small unit of them can cause plenty of havoc and disorder in the enemy's lines. If you can fit them in, they are a worthwhile purchase.

- a note on tactics: keep those big blocks of Slaves close to your General. And your BSB, if you can. But the General is a must.
The Stormbanner gives a -2 to BS shooting and makes non-BS shooting only function on a 4+; war machines don't get hit with both, they either fit into one category or the other.
Against cannons and catapults, I activate the banner right away. Against everything else, I usually wait a turn. I always try to assume that I'm only getting one turn out of the Banner, just to cover my bases, and when you don't pop it right away, people tend to assume you didn't take it. There's nothing more satisfying than watching a flying unit move into position, seeing your opponent's smug grin as you "foolishly" reform a block or two to face them, and then seeing that grin melt away when you activate the Banner on his turn, preventing the pesky thing from getting out of your charge arc.
