Here are my ideas. Add yours!
1. Rokks! Deepstriking Fortresses big enough to put a full 30 boyz in..
2. KFF should be an Invulnerable save, just like everyone else's fields.
3. More reliable and available special weapons: Zzap guns, Kustom Mega Blastas, etc ...tired of being a foil/comedy relief. Give it to da Boyz, too!
4. Telyportas - Oh yeah!
5. Weirdboyz with access to book powers and more effective codex powers...Everyone else only has to roll once for powers. Why do we have to roll every turn.
6. Kommandos that don't suck...i.e. can actually do something. Bigger max squad size and/or some sabotage effect(like biker scouts maybe)
7. Relics. We currently don't have a single one. And they are a gamechanger.
8. Moar and better special characters...Ghaz is fine(if overpriced) but the rest kinda suck...I mean most affect a squad at most...He's the only one who changes things for the entire army.

I don't play Orks, but I believe that Orks should be able to take a vehicle from any Codex for each Big Mek they include in their army list. Of course, they need a Looted rule mechanic cause it makes sense.
Land Raiders with Grot crew for BS 3? Super cool.
I would love to see happy Ork players. I hope they give you guys better looted vehicle options.

The Orks need better anti tank weaponry imo The stuff we've got is pretty useless, the only reliable weapons are either melee only "Tankbustaz hammers" (But first good luck getting them anywhere close to a vehicle) and Rokkits which suffer from ork BS and at S8 can only glance Landraiders and over AV14's on a 6+
So perhaps if you could field Rokkit boyz, I.E and entire squad of rokkiteers who could just spam mabey 10-15 rokkits a turn (Only about 5 would hit) and even then you are looking at maybe 1 or 2 HP's off an AV14 vehicle so it's not OP.
Currently Orks have about 150 different ways of killing infantry and barely any to deal with flyers and heavy tanks.

I love the Big Mek - vehicle idea, but not stuff like "make unit XYZ less gak somehow"
I think Deff Dreads need a serious boost They are just incredibly useless at what they are suppose to be doing right now - they take 2-3 turns of shooting as they cross the board, and then swing *last* against even relatively shooty dreads or monsters and keel over. And if they somehow manage to survive that, they can easily be tarpitted with only a handful of attacks.
I think the easiest and quickest way to make them more 'viable' would be to slap on the Grot Tank's "rolling scrap heap" special rule, conferring a 5+ invulnerable save.

To Fix the Deff Dread. the only way I can see this is they do not lose a Hull Point on a glance attack. Also make them base cost 45 points and every Close Combat weapon taken at 15 points each Does 2 attacks, maxing out with 8 close combat attacks. But it gives the ability to take 4 ranged weapons - shooting 4 times during the shooting phase.
Killa Kanz have a similar thing where they can take 2 ranged weapons instead. Base Cost 20 points. and Glances no longer cause damage.

The rolling scrap heap nature of Ork vehicles could be interpreted in two ways; either they have no vital systems and have to be *ground* down via constant overwhelming firepower, or the alternative, it's impossible to grind them down precisely because of this scrapheap nature, and so only a precise shot in the right place can hurt the damn things.
For the former, I'd suggest an across the board downgrade of Pens to Glances on a 4+ or something. For the latter, a 4+ invulnerable save against Glances but pens gain a +1 modifier

I would like to see a jink save or smoke cloud cover for all Fast Ork Vehicles.
As a Special ability or upgrade, a Primal Scream that denies enemy overwatch.
Second Blood rule where if you get the First Blood, and the second blood you can gain extra VP.
Snikrot gets to assault out of reserves.
Point Blank Slugga shots in Close Combat, or bring back the Bionic Arm that pretty much did the same thing...
Grot Snipers.
FREE "Clan" Traits just fer painting colors!
The old Mob Up rule would be great.

An overhaul to the current WAAAGH! rule since right now as a racial mechanic it is woefully underused and unrepresentative of the Orks collective bloodlust. Probably something where it gives all Orks who charge on the turn you call one to be able to inflict a Hammer of Wrath hit, re-rolling wounds with those already causing it (ala bikes) to do D3 per guy instead. OR it could make Orks double their initiative in the turn they charge instead, because thanks to the nerf with Furious Charge we go last even after guardsmen! Another possible option for WAAAGH! is to allow you to remove models from the back of the unit when you charge rather than the front when you suffer overwatch casualties to reflect the Orks scrambling over the dead corpses faster than the enemy can put down.
Mob rule should change to being based on how many wounds are in a unit to allow Nobz to be fearless or at least LD10 even in units of 5. Why Nobz are scaredy pants despite being the biggest Orks around bar the Warboss makes no sense to me. It's either that or make Nobz stubborn and LD8, including the ones in Boyz squadz so that they still have some level of staying power even when reduced to below 11 boyz, (also for Trukk Boyz).
Also remake Zzap guns to be useful for Gork's sake! Either change it so all rolls to hit get a +2 to hit modifier to make it reliable or change it so it is S6+D6. That or give it the Lance/Armourbane rule. More variety in long range weaponry would be nice.
Also for a close combat centric army there is a woeful lack of melee weapons! It'd be nice to have an alternative to the ever present Power Klaw, with new things like sub-versions of Big Choppas like Big 'Ammas and Chain-Versions of Big Choppas. Kustom Choppas, wider access to Burnas, the works.
I would have to agree that there should be a general Ramshackle rule to Ork vehicles considering how the majority are flimsy as heck but priced way too high for what you get.
Oh and give Tank Bustas the bloody Tank Hunter rule. It's in their name Gork dammit!

Army-wide gradations of FNP to show orky toughness as per the fluff:
Basic boyz: FNP 6+
Nobz: FNP 5+
Warboss: FNP 4+
Doks would add +1 to the rolls.
This plus a fixed WAAAH mechanic would make green horde good again.

I would love WAAAGHs to allow ork infantry to charge that turn regardless of rules not letting them, ie just came in from reserves or ran that turn.
I want flash Gitz to become legit.
More characters would be great, I think it would be fun to see a massive ork who counts as a monstrous creature.
I don't want to lose the random abilities/weapons, as that's what makes this army delightful. But slanting the odds a little more in our favor would be nice...

SHIELD BOYZ!!! The ability to trade your sluggas for shields that give 4++. You trade all ranged ability (and get -1 attack) for the ability to make it across the board into cc.
Plus, who doesn't love the idea of a boy with a cookie sheet strapped to his arm with the capability to stop a lascannon shot just because him and the rest of his unit believe it will.

Flash Gitz need a complete overhaul, step one would be giving them an upgrade gubbin' that grants Skyfire. That alone would make them an interesting option.
Also making Weirdboyz proper psykers. Put two of the abbreviated 4 power psychic tables in the book, one for Gork, full of brutal but cunning witchfire powers, one for Mork, full of cunning but brutal blessings and the like, and then give them access to Biomancy, just 'cause that makes sense.

That would be awesome!
Also we need MC's, preferably a couple, maybe a big troll and then a little troll either way it makes sense that orks should have access to MC's.
Another one I'm hoping for, but probably won't get is some sort of mini or gatling gun. Something that can be used as an artillery piece or strapped to a bw or mc that can throw 20 or so dice at your opponent every turn.

Rokks that are drop pods that don't mishap if placed or scattered onto enemy units, but instead drop a pie plate (S6, AP-, like crashed flyers) before deploying the Orks. I feel that would be very orky, fluffy, and provide a much needed buff (IMHO).
Probably doesn't need a model but GW will make one to sell.

allow dakkajets to ram other flyers.... funny if anything but also dangerous as they can easily score a S10 hit due to their speed. make choopas ap6 big choppas ap4 and decrase the ap vaule by one if the unit is charging ap3 bigchoopas and ap 5 choppas. do the shield thing its in the space marine game orks with shield and its so right. although it could get a bit silly if we throw all this in as that would mean with heavy armour shields and the fnp everyone wants we will have orks harder than marines though actually it will be for around the same cost as a marine and has no shooting option so I think im for it, but the shield should confer the bulky rule as I wont let you pile 20 into a battle wagon, you buy shield, you footslog. mc creature should be a mega boss in the fluff orks don't stop growing so old orks should be the size of deamon princes with a statline to match gussing something like and avatar of khaine in terms of buffing the field WS7 BS2 S6 T6 A5 I5 Ld10 Fnp 4+ also weird boyz should not roll for powers abut should spend waaagh tokens generated buy ork units to cast powers, kind of like the faith point system. they draw their powers from the waaagh generated by orks they shouldn't roll like all the other warp powered psykers.

--Allow Stormboyz to assault flyers as per normal vehicle assault rules, rolling 2d6 for charge range to base of flyer.
--Painboyz can be taken 1-3 per Elite slot, attach to any unit. Don't take up a slot if you take a Painboss.
--Grots get like a "anti-bulky" rule, count as 1/3 a model for transport purposes, and can take Dedicated Transports.
--Grot squads can be unlimited size, but still must take 1 Runtherd per 10
-- Grot squads getting the option to take "heavy weapon Teams" i.e, three grots on a 40mm base trying to operate a big shoota, rokkit, etc
--Insanely heroic grots: At the beginning of every assault phase, every unit of Grots locked in combat takes a leadership test. if they roll Double 1's, a rare surge of bravery hits them. They gain D3 attacks, D3 Initiative, and Rending for the rest of that assault phase. On a roll of 12, They are too scared to keep going, they will fall back at the end of the assault phase regardless of combat results. On any other roll, nothing happens.
--An Ork weapon with melta rules perhaps?
--Lootas can upgrade weapon to lascannon-esque stats.
--When a Nob leading a Boyz squad dies, the next "largest" Boyz becomes de facto leader, becoming a character.
--If a Weirdboy suffers Perils of the WAAAGH!, on a 4+ the wound is instead sent out towards the closest model to him
--Units of Beast Squig herds, led by boyz on Boarz.

I find that Lootas are excellent anti-air units even without skyfire. Most of the time mine end up snap-shooting anyway, because they are in a moving battlewagon.

They can do this the manouvre is called " Bash 'em" it generates d3 penatrating hits on the enemy flyer, you lose 1 HP page 37 death from the skies

Orks need there units to actualy be useable again, right now orks have to many useless units for competative play, deff dreads killer kans warbuggies, flash gits looted wagons komandos (and you can argue about trukks being worht taking or not). they need to make more ork units competative and worth taking, give orks more then the fast attack and green tide strategy
i think all of the available upgrades for a nob should b available to a mega nob (such as waaagh banner or a doc)
the ork waaagh is next to useless at the moment and needs to be fixed.
ork powerweapons for melee, something besides the PK that has a AP
more reliability from ork special weapons, while they are fun to play half the time you cant use them in a competative list because they are unreliable and likely to kill your own units.
thraka has to be worth his points... for the same point cost as thraka you can have a warboss with a attacksquig BP mega armour and cyborg with 3 nobz with a waaagh banner and dok. the warboss wil now have 1 less wound but will have fnp and 3 nobz attacing with him same ws and same attacks. thraka does have the 2+ i save on the waaagh though but 1 wound and 1 turn of a 2+I save is not worth 3 nobz a painboy beefed up by a waagh baner and giving a FNP.
flash gitz are slightly worse lootas that cost more give them AP 2 with Kaptain badrukk at ap1 str 4 or 5 for a anti terminator squad maybe

Most of the ideas here are excellent. If the new dex turns out to be a fizzle I'm seriously thinking of just looting all the previous editions and writing my own.
I'd like to see the mob up rule return; some thing like..

If any unit of boyz which is currently falling back comes within 2' of another unit of boyz, they may automatically regroup by joining the second unit. Remove 1 model from the unit falling back as an example of what happens to cowardly gits. (If the unit falling back contained a nob, he must be the model removed.)

weird idea the loota models become flash gits and flash gits rules change to current loota rules. lootas then become a new unit with the ability to "acquire" enemy tanks and weapons by destroying them in close combat. thoughts?

I have drafted rules for two concepts that I think would be useful and fairly balanced for Orks. I don't play Orks, but I feel for them every game I watch them lose.
First, I designed rules for the Ork Rokk. It is essentially a Drop Pod (no drop pod assault) with an attack as it enters play.
Second, I designed rules for a Fast Attack choice called Squig Pack. The Squig Pack is a unit of Beast type melee models that come with some neat tricks to threaten the enemy with. Your opponent will either have to dedicate a fair amount of shooting (drawing fire from the rest of your army) or risk melee with the squigs.

rokk is good but squigs are not, they are too good id sooner have boyz being shot than the sqiugs. things id like to change on the rokk rokk make its attack S10 and raise the transport capacity to 30, when it enters play roll a dice, on a one it is fine, on a 2 inflict 1d6 wounds to the occupants 3 = 2d6 wounds and so on. furthermore when it crashes in its treated as a fortification, models can embark and disembark at will and shoot from fire points that dot it
