There is nothing even remotely on the horizon for Mk3 coming out anytime soon(5+ years)
There is a new book getting released. its called Vengence. It just has new models and more fluff in it. But like always you can buy the models themselves and they come with all the rules you need to know.

You only need to buy the rulebook for your game system(either Hordes or Warmachine) The faction books are not necessary, but fluff is very nice.
The faction books do not contain all the rules for all of that faction's models either. Only what was present when Mk2 was released. So anything that came out in Colossals, Gargantuans, Wrath, Domination, or the soon to be released Vengeance will not be in the book.
If you have any device capable of having Apps, I would recommend Warroom. Its PP's digital army builder app.
The App is free, but you have to purchase the faction decks(some model's rules are free) The decks are all $8 each. And are updated with each Errata and whenever a new model is released you automatically get their cards added in.

No rule book is being released. Mark 2 will be with us for a while longer! What is bring released in the next expansion. Pp don't do codex updates like gw, where one replaces the other. Expansions add to what came before - new units, casters, jacks beasts etc. and the fluff. Each expansion continues the story.
There are two expansions so far since prime mk2, and the forces of... Books (not so much codex, as a complete collection of everything released for that faction up to that point) for warmachine (wrath and colossals) and two for hordes (domination and gargantuans). They expanded the game with battle engines and colossals (or gargantuans for hordes) and as such have the rules for them, whereas the mk2 rule book won't have them
Vengeance is merely the next warmachine expansion. Don't worry, buy prime. It's still legal tender and won't get invalidated.

If you want the fluff, a complete collection, and all the new stuff in one place, absolutely.
Strictly speaking though, probably not. Buy it because you want to, not because you need to.

One more question and done...
Does the new expansion books have the core rules or only new rules and new models?

Only new models, fluff, and new rules if necessary. Gargantuans and Colossals have the rules for Gargantuan and Colossal Beasts/jacks. Wrath and Domination have the rules for Battle Engines.
Nothing else has new rule mechanics, only model stats and special rules.

They also had the rules for unbound games (basically for streamlining epic 200+pt Games!)
Again, not mandatory or anything, and unbound really doesn't change anything, but it just sets out a structure for the equivalent of an apocalypse scale 40k game.

Here's the skinny on the books. Warmachine PRIME MK2/Hordes PRIMAL MK 2 - Necessary for the game. Faction Books - all models that had been released by the start of MK2 (~80% of a factions models), and some faction specific fluff. Story lines in each book interlink, so it's interesting to read them all. No necessary rules in most of them EXCEPT in for Retribution of Scyrah*, Convergance of Cyriss** and the Minion/Mercenary books***. Wrath/Domination - first Anthology expansions for Warmachine and Hordes respectively. Has Battle Engine rules and Ranking Officer rules. Collosals/Gargantuans - Second Anthology expansions, has rules for Colossals/Gargantuans and the Unbound rules (large 3 caster+ games). Vengance/Yet Un-named book - Third Anthologies due next year, a few of the models for which are now available. Now, all those rules that are included outside of Prime/Primal are pretty simple, and you generally don't need the book for them, but they are all also available in the rules reference in War Room. There's also the Theme Forces lists, which are available in the Book in which they were released or in War Room. *Retriubution of Scyrah faction book has the Arkantrik Field rule that allows you to heal fields d3 points by spending a focus, once per turn, as long as its G field isn't crippled. **Convergence of Cyriss has special rules for its Vectors (warjacks). *** Minion and Merc books have the rules for Contracts/Pacts in them. So the short version is, there's a bunch of rules for various things in the different books, but outside of Prime/Primal they're pretty easy to find and remember, and they're all available if you buy any single deck from War Room if you want them on hand.

CoC also is the only Warmachine book as of right now* (will certainly change with Vengeance) that has the rules for Warcaster units in them. Gargantuans has them too.
*The only current WCU in the game is Directrix, Butcher3 is a Vengeance release.

I got really confused by this too when I first started playing.
All you need to start playing is Mk.II PRIME or Mk.II PRIMAL (for Warmachine or Hordes respectivly)
The only place to have a complete list of all models and their rules (without fluff) is the War Room app from PP.
-----------------------------------------
The other books come into play when you want fluff really. The "main" storyline was started in the old main rulebook and has continued through the "expansion" rulebooks (and MK.II rulebook). There will be more models coming out with Vengence, but if you have War Room (and you paid $8) then you'll get those cards as soon as they come out (not to mention their rules come with them when you buy the model).
On a side note, as a late comer to the story, I really like that they added the old books to their app for fluff purposes (and at $2 as well!)
