I feel you have too much invested in your HQ, even at 2k. I'd drop the artificer as it's only bumping a save you use 1/2 the time by 1. Also if your bike squad is hunting MC's with their grav guns you won't be using a armor save in combat anyways.
Why not Combi-melta on the Legion? Seems obvious to focus the squad.
I'd drop the plasma's on the Tac squads and let them sit back and take their lascannon shots out of a hatch.
I like a cheeky little assault squad, for 2k though I'd bump their #'s to 10, OR grab a similarly costed double flamer Dread.
Stormraven seems out of place here, whats it carrying?
Overall I think you have some cool combinations but reads too much like an all in list that lacks volume of fire.
I suggest adding another thunderfire or like-minded long range threat.
The one suggestion I feel is MANDATORY for this list is lvl 1 on the Xeno's Inquis. Prescience works for Assault on.both.turns aswell.

The storm raven is there for mind strikes and anti air. I do agree with aijec about focusing the legion but that's a minor thing. I like the list, like I pmed you. It's got all the tools and enough saturation to make choices tough. Sure it bleeds kill points but you can mitigate that. Nice cheesedick list. ;p and I'm not looking forward to being its play test buddy .
And I can assure you this doesn't lack in volume or quality of fire.

You didn't specify a chapter tactics so I don't really know whatk ind of specific advice to give, so some general suggestions.
Dropping the artificer armor is a terrible idea. a 50% bump in survivability is absurd and well worth a measly 20 points in a melee focused HQ. His setup as is, is quite standard and is still awesome. Point him at whatever you want dead, and it usually dies.
Legion of the Damned is too unreliable, it looks like they're for tankhunting but deep strike is a cruel mistress and sometimes you don't come in till turn 4.
I assume your plan is to push forward with a plasmagun squad and keep the lascannon at home. A fine idea, but you may want a combiplas on the sergeants to make them meld with the squad better.
A random bike squad seems loose, if you aren't focused on bikes a random squad isn't going to help much(unless it's a command squad but you don't have a command squad enabling HQ unfortunately.)
I don't really understand the point of the stormraven in GK, the SM one is better all around, AP2 missiles >>> frag missiles, you're paying for fortitude and it's not worth it.
I think your melee squad coming out the land raider would be good if your inquisitor had psyker lvl 1 for prescience. But just about every army has a way to deal with a single land raider so I feel like your units will be stranded without a ride.
Coteaz in GK instead of Inq seems loose as well as he can't buff or support your SM core units. Plasma cannon servitors might have too much chance of scattering onto your SMs and roasting them.
Try playing with it for a while and see what happens at least, but a melee focused warband to me seems meh, you could do better with just buying some TH/SS terminators.

He uses iron hands CT's. From the game we've played this list is pretty boss and he wasn't using the inquisition codex yet either.
And Buddha he makes a great point, put coteaz as the inquisition so you could attach him to any of the SM squads as a BB.
Edit 2: and the GK raven is to put mind strike missiles on screamer stars and jetseer councils. The AP2 missiles are not worth taking over mind strikes whatsoever in a tournament setting ATM and everyone who says otherwise is plain wrong.

Thanks to everyone for the advice. As Chance said I use iron hands chapter tactics. That part seems to work great but I'm up in the air about the GK and Inq. Detachments. Ideally, I think, I'd like to move the GKs into the Inq. detachment but I will lose out in the mind-strike missiles which are so key in the meta. Automatically Appended Next Post: So after thinking about it I'm going to drop out the GK for just a straight Inq. portion. It really harshes me that I'll be losing the mind-strike but it helps everything else in the list fit into place including more scoring. Let me know what you think.
