So now that Codex: Inquisition has been released, Dark Eldar are allowed to ally with their battle brothers, Eldar, and also include Coteaz for absolutely no reason. Is this a good way of ensuring the first turn?

Baron - +1 to the D6 roll for who goes first
Vect - 4+ Seize the Initiative
Coteaz - Reroll Seize the Initiative

Yes, now with that army, what do you do when you go first. As shown in other threads going second is usually better in objective games.

You definitely need to design an army that takes as much advantage as possible going first.

Things that ignore night fight, cover and even LOS with decent range would likely be a direction you would want to look towards.

Taking Coteaz as a desperate ally has not changed. The only difference is he's not so desperate when hanging around his Eldar partners.

Since Coteaz can't join anybody, or buff anybody -- that's probably going to be points down the tube.

You dont even need baron... man I seem to say that a lot lately... with Vect and Coteaz people will just make you go first. People already make me go first with just vect, fearing the 4+ seize, with the coteaz reroll nobody will even try to go first. SO since you dont need the Baron's +1 you save 105pts, you are welcome.

You will be going first in 7/8 of your games.
You can calculate this out by figuring out the chances of not going first, then subtracting that from one.
(Losing Dice Roll) * (Losing Seize) = Chances of not going first.
1/2 * 1/4 = 1/8 (the chance of not going first)
1 - 1/8 = 7/8 (the chance of going first)
That's not even counting the people that will just let you take first turn.

Without Coteaz and just Vect, your chances of going first are 3/4.

The best part is that you force him to go first so you can deploy accordingly and still go first by stealing with a 75% chance.
