No they cannot.

The only way you can get access to them is via allying with the vanilla space marine codex.

You could always just ask your friends if they care if you use one, it probably wouldn't be an issue. Just don't plan on tourney play.

You mean the Space Wolf Codex that came out before it existed?
Or do you mean the WD article that's out of print and gave access to it to some armies?
Or do you mean the Death from the skies Supplement, which he probably doesn't own (since it doesn't give his wolves anything anyways)?
Do you perhaps means the recent Space Marine Codex, which he has no reason to own?

It's a simple yes/no answer. If no, then no big deal. If yes, then direct him to which book to find the rules in.

Or I could point out how he can't play the army/unit without the publication of its rules in hand anyway so why ask the rest of us to break forum rules? These threads just always seem like people being lazy to me. Maybe this upsets you, but I'm sure you'll get over it.

How is that breaking forum rules?
"I want to get model x. Is it in codex y?"
I mean that's basically just asking what's listed under the army section in the GW webstore.

However valid a question it is, it's not really tactics. Unless you're asking how you could ally one in effectively.

I'm expecting an Imperial Knights supplement dedicated to GW's loyalist apologetics. Codex: White Knights "In the grim dark future, everything is fine."

"The argument is that we have to do this or we will, bit by bit,
lose everything that we hold dear, everything that keeps the business going. Our crops will wither, our children will die piteous
deaths and the sun will be swept from the sky."
