Marbo took a hit with all the Tau interceptor fire running around these days. Nevertheless, he can still be a useful way to get linebreaker and hit unprotected units.
As for your second question, yes you can.

Thanks that's great to know, I'm a sadistic Imperial general who likes sacrificing his units with glee  Can't wait to try out my Imperial guard with Inquisitor allies!

I've found thatfor me at least, if he doesn't kill his points worth on the first demo toss, he is toast. Even if he does, he is likely toast. the difference is whether he goes out in a blaze of glory or in ignomy.
The idea that he is coming can alone affect an opponant's tactics.. of course, as mentioned, in a pinch, he can help get linebreaker by putting him somewhere hidden and out of the way. Just don't forget where and leave him for someone else to find. I have done that.

Oh, Marbo is the Wazoo; Never leave home without him!
He comes with his own str8 Ap2 Pi plate, he pretty much deepstrikes with no scatter, and he can throw the plate with relative accuracy. What is not to love?
Team him up with an AT unit to blast a Land Raider and have Marbo Demo-charge the terminators inside!
If he survives the massacre of his Template, he still has enough kick to take on MCs and small squads.
When it comes down to it, he is the epitome of sacrificial units, but he takes down a lot with him!

it's strength 8 ap 2 and my marbo is very innaccuratebut I stll like to use him anyway.
I was gonna point out that inaccuracy but without someone else pointing it out first, I would have had to read through 5 pages of flaming by my "fans".

He's a fairly accurate demolition charge dropped where you want it for the price of a decently-equipped infantry squad. Quite good, especially if you've taken an Astropath or your opponent has key models you need to assassinate.
The man does do most of his damage on the turn he appears, though. If he's not in cover, he's going to be slaughtered as soon as he drops the template. That's...not necessarily a problem, of course. It does draw some fire away from your lines, and hopefully he's caused enough havoc to make his sacrifice worth it. I've had him do everything from wiping out a cluster of Tyranid warriors, resulting in the collapse of an entire flank, to blowing up eight Termagants and spending the entire match crouched behind an objective and taking potshots at the lone survivor. Damn bug finally got him on the last turn, too...

No he doesn't.
Marbo can troll 6th edition rather fantastically. A good number of the problem armies though (Eldar, Tau, and Daemons) don't really care too much about Marbo at all.

Marbo is a one-shot demo charge that sometimes soaks up a few bolter shots next turn that might have gone into a more useful unit. Just keep your expectations in line with his 65 point price tag. All the fluff about how awesome Marbo is can be fun, but realistically you're just looking to consistently kill 50-100 points worth of models for an efficient cost.

Is 'Eavy Metal Calling?

I think of Marbo as bring two things:
A S8AP2 large blast anywhere you want, that will usually equal or better his points if you can pick a good target. (SM termies and Tau suits without interceptor are amazing targets for his blast)
A certainty that at least one enemy unit won't be shooting the rest of your army the next turn. Especially if you point out to your opponent that he has a 2+ poisoned CCW, meltabombs and a sniper pistol, they're going to want to take him down. If they don't, make them pay by running him at the nearest tank and letting lose with the meltabombs.
And remember that 65 equals one infantry squad with a plasmagun, and in terms of damage output, versatility and also the psychological factor (From playing against him as well, a S8 pie plate that can go anywhere with a good degree of accuracy is scary), Marbo is clearly worth taking.
