In general games no they can't without, as Eldarain says, Kantor. But with certain game types they can.

Knight-Captain Elam Courbray of the Fire Hawks makes jump pack-equipped Vanguard Vets (and Assault Marines) scoring units.
I refer you to the latest FW Badab War character update. I would include a link, but it appears the server cannot be found. So Safari tells me anyway...

I'm looking at the update right now. There is nothing about Assault Marines or Vanguard Vets being scoring.
However, it is part of the Fire Hawks chapter tactics.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
