Recently returned to 40K after playing as a teen a few years ago.
Im wondering if an HQ must begin on the field at the beginning of play?
Im considering adding Belial to my DA army, and want to deepstrike him + Command Squad using the Deathwing Assault rules. However, i wabt to ensure this is a legal move if i dont have another HQ in my army list.

That is perfectly acceptable. I think Belial is particularly good this way as he negates scatter.
