If I attach a ravenwing independent character to a white scar command squad and put said IC near the dark shroud does the commnad squad gain a 2+ cover save? 4+ jink 3+ skilled rider and 2+ for stealth? Is this legal?

The Ravenwing character will have a cover save 1 worse than the rest of the squad. The White Scar chapter tactic that gives +1 jink save would not apply to an attached IC from Ravenwing. This means that he would be very easy to focus fire out of the squad with a single unit shooting.

White Scar cover save - 4 jink, +1 for skilled rider, +1 for stealth = 2+ save
RW save - 5 jink, +1 skilled rider, +1 stealth = 3+ save

I believe you are wrong on that, it states that it affects friendly units, not friendly units from codex DA

Yes, I am aware of what look out sir is.

It depends on how your game group plays and how they treat allocation. The focus fire rule states that wounds can only be allocated to models with that cover save or worse.

I know this rule has been discussed on here before and I don't really have an opinion on how it works but I would not want my strategy to be one TO ruling away from failing.

It does matter because the white scar's jink save will be better then the ravenwing's jink save.

No. They will (it effects all "friendly" units. Not DA.
