It says "during enemy shooting phase". If I am playing in a 2 vs 2 tourney, there are 2 enemy shooting phases, right? So can I target two units in total, one of each enemy during their respective shooting phase?

The game does not take multi-player games into account.

You have to work it out with your opponent(s).

Then you should ask the TO. As Steelmage says, the rules were written for 1v1 games.

"Usually" Team tournaments treat both partners as 1 army, with 1 player turn.

However this is dependent on the TO. If they have stated that each player army act indepently and gets their own turn then yes, you get to apply it twice.

However this would make for a very long game as you would have player 1A move, shoot, charge, player 1B move, shoot, charge, player 2A move, shoot, charge, player 2B move, shoot, charge.

TL;DR: ask your TO
