I am working on a conversion to be my St Celestine for my SOB army. I am looking for suggestions and comments. Am I missing something? Is something too much or should I take something even further.
I think the left hand needs to be a tad larger and open releasing the bird. Any other suggestions?

It looks good.
But there are a few things that i would add. Firstly like you already mentioned the hand with the bird needs some work. An open hand would look great but is hard to pull off. What i do in cases like that is create fingers from wires and sculpt around them for the open fingers. Otherwise create a hand that holds onto the bird some more and matches her other gloved hand.
Als i'd sand the mechanical bits on her wings to smooth them some more.
The inside of her back tabard could need a bit of touchup. From the back it looks great but the front area below her sword could need some gap filling. Either just use some more putty and fill them or gently scrap the whole area down a bit (Hobby knife and sandpaper). Then add an additional thin layer of putty to smooth it out.
I'm not a fan of those cables on her wings. They look a bit out of place. Also they are a bit uneven. To create better even rolls of putty try useing two even surfaced pieces and roll the putty in between those.
Her halo looks a bit rough. I'd file it into a better and more even shape to create sharper edges.
Also i'd bling her up some more in general, like some additional decorations - especially over the front tabard. Maybe some icon hanging from a chain. Just sculpt it on top the cloth or use some decorative imperial bits from other kits.
Another thing that would add even more dynamic feel would be free flowing purity seals.Just roll out some putty onto a flat surface that is covered in vaseline. Cut it into long stripes after it has cured for a short while and stick it on your model. Support it with some wires until it is fully cured or it might loose its shape.

I think it's a start, but I'm not a fan of the robes. Also, that's a big freaking sword.

What about the robes. To big, to small, to tame, to wild?

Too much. If I was going to do anything, I'd do the light tabard-y robes with sleeves that Battle Sisters have. The way they are now, I'm not sure how she would ever fight without falling on her face.

I love the hair,,
things I might suggest are as btldoomhammer
said is more bling/decorations,purity seals,hanging chain/burner things perhaps make the bird two headed? the handle of her sword is rather bland and could do with some extra detailing,perhaps cut off the end of another sword or something.
I would also agree on sanding down the edges of the mech part of her wings and trimming the edges of her halo.
