I'd say Ultramarines because it's usually the chapter that most people get introduced to when looking to get into 40k.

Salamanders (Vulkan He'stan is really good.)

Ultramarines was the first chapter I ever heard about followed by Dark Angels. I personally like the Imperial Fists and Iron Hands. Space Wolves do seem to have some of the better fluff and Black Library books.

Salamanders don't have their own codex (except maybe for 3rd edition Armageddon, but Salamanders sucked in 3rd, I know, I played them.)

I love Blood Angels but after reading some of the Salamanders' fluff I am really liking them. The Codex and Sanguinius's basic role in the Heresy as described in the rulebook also draws some interest.

IMO...
1. Ultramarines- whilst the internet does hate them at least vocally, these guys are the beginner for many and one of the first things you really know about 40k
2. Space Wolves. Oh this lovely abomination. You either love them or hate them (I don't much care for them but vikings in space is appealing to many)
3. Blood Angels. Popular, have a codex, vampire angels
4. Ima throw this at Salamanders. Not having a codex doesn't mean much since chaos only gets a single codex (a couple legions not even having a named character to represent them. Iron Warriors, Alpha Legion, the Fallen, Night Lords, and Word Bearers)

7. Raven Guard
8. White Scars
