Or have them custome made, but it would be difficult.

Or, if you find an Online 3D Printing service, you can special order it.

Or another way and cheaper would be to sculpt/use something close enough that can look like runes, and simply paint them in white, and glaze it with Blue ink.

Or even cheaper, use transparent transfer paper, print runes on it, then use the transfer on a piece of transparent plastic, like clam packs or something.

Thats the few ideas i can see working for this.

I love Litko, have tons of their counters. Hmm they actually have a link for people to submit ideas to their product designer and president, so might give that a shot. Might have to make a kickstarter though...

I don't think you can 3d print in clear coloured plastic quite yet, we're still far off in that aspect.

Transparent plastic is a great idea as well, and certainly cheap...

Don't even need to print decals to then transfer to clear plastic, unless you want to build chunky rings with print on all sides, specifically - you can print directly on acetate (transparency film for overhead projectors sold at office supply stores) and cut the disks out. Removes an additional step and expense and is very low profile - perfect for 2D rings like those shown in the linked picture. There should be plenty of info on the Infinity forums, as it's a reasonably popular method for adding the projected computer interfaces to hacker models.

Here's an example on an Infinity hacker:


The disks are applied at the fingertips, perpendicular to the arms, but that could be modified (with subtle pinning/clear spacers you could have rings wrapped around limbs or cut holes to allow disks to slide down) to more closely match the image.

Here's a thread with a bit of general advice on printing - there are others with more info about attachment and related issues. Unfortunately, the go-to tutorial linked in a lot of the other threads I found no longer exists. Could always try PMing chromedog if you have more specific questions. Don't see much of him since he largely retreated into the Infinity sub-forum, but I think he's still active on Dakka.

In the past I have gone ahead and used laser etching services to create holographic displays like those on the Infinity character and as seen in various sci-fi movies.

The 0.06 in. acrylic may end up being a little thick still for these - but the PETG is available in 0.02 inches thick. That should be plenty thin - though not very rigid.

The nice thing with engraving versus printing is that you can do some lighting effects in order to make the details really pop.

You can also use raster engraving in order to enhance the glow around deeper vector engraving and use an ink to add color to the engraved areas.

Designing the actual part is pretty simple. Ponoko has a lot of good information on their site for that - though mostly it is just learning how to work with the vector graphics program (Inkscape being pretty easy and free).
