So I was reading the command squad entry today and I wanted to confirm my understanding of the wording

COMMAND SQUAD
You may take one Command Squad for each Captain, Librarian or Chaplain in your army (including Captain Sicarius, ​
Chief Librarian Tigurius, Chaplain Cassius, Kor’sarro Khan, Vulkan He’stan, Shadow Captain Shrike, Captain Lysander ​
and Chaplain Grimaldus). This selection does not use up a Force Organisation slot.


emphasis mine

So does this mean that I could take a list like:

Primary White Scars
Command Squad
Chapter Master
troop
troop

Allied Ultra Marines
Tiggy
troop

and be legal? I had always played it as they opened it for the detachment but I can't seem to find a restriction to that effect.

It doesn't say detachment, it says army.

So yes.

Yes it says army. GW use army in a very inconsistent way. Sometimes it means all your detachments sometimes it just means your primary detachment. Your best bet is to discuss with your opponent if you want to do this

I can see a fluff justification for having an elite unit of White Scars Bodyguards protecting a friend of the chapter.

Logistically its just a command squad bodyguard for whichever captain, libby, or chaplain in the army list. doesnt matter which detatchment it comes from.
