Looking at the loadouts for wolf scouts, it seems like it would always make more sense to equip them with bolters instead of a close combat weapon. Am I right about this or am I overlooking something?

Reece makes a good point, since Scouts are tough to keep alive, though, as with everything, it depends on what army you're facing and what you want to do with the Scouts...

i used to run 5-6 wolf scouts with snipers and a missles. They would do alright just pick away at squads but if anything got close enough to charge they could hold there own for a turn or two even without ccw.

Currently running 10 ccw scouts with a power sword and power axe in my flgc's escalation league. They are good for getting linebreaker and more than hold their own in combat ( even with just a 4+ ).
I need to build a couple with plasma pistols and one plasma gunner, then they can go light tank hunting as well.

I have recently ran two squads of 8 switching my CCW for bolters, and one bolt pistol for a Heavy Bolter - the turn they arrive = Rapid fire and anything after that is just a bonus.
I use them to support the Squad of 10 grey hunters with two meltas and a wolf standard, outflanking accompanied by a Wolf priest with Saga of the Hunter and combi-melta and Wolf-guard with Combi-melta/Combi-flamer, melta-bomb & power armour.
Could always add in a combi-melta/combi-flamer, melta-bomb power armour wolfguard to each scout squad and add a special weapon but at the price of having to use regular outflank rather than Behind Enemy Lines
