I would assume the crew is a dedicated pilot and gunner pulled from the 10th Company, much as the Support Companies (in theory) form Marine vehicle crews.

Is it an open topped vehicle? If yes then scouts. if no then space marines.

Site description directly states that its got a scout crew.Demented wombat:weird.Didn't know that scouts could wear power armour:as according to you they can because of standard landspeeder which is open topped and has marine crew.

The Standard Landspeeder is technically Open-Topped, but it lacks the rule for it. This is justified(in previous versions of the Codex) as being due to the crew wearing Power Armor.
