What's a good way for a small DE force (allied in to my crons, who have more than enough ways to deal with hordes and vehicles) to wreck heavy infantry (such as termies and marines) as they seem to be my weak spot.

If possible could suggestions be sans Haemeys and wracks?

Don't Necrons hate both types of Eldar? I thought they couldn't be allied... Well, assuming they can be:

If you're looking for something purely designed to wreck a bunch of heavily armoured guys then a Ravager equipped with three Disintegrator Cannons is your best friend. 9 S5; AP2 shots that hit on a 3+ are going to really hurt heavy infantry. It's a very fragile platform, though, and only being able to take one is worrying.

That being said, most of DE's answers to 2+ saves are also the army's answer to enemy vehicles (namely Blasters and Dark Lances). Disintegrators only come mounted on vehicles, while the infantry can tote Blasters (which are pretty excellent weapons for tank hunting, and good for melting a couple termies in a pinch). I think it would be far easier to tailor your DE detachment for anti-vehicle and anti-heavy infantry work and let the rest of the army be focused on killing hordes/light vehicles. However, if you're determined to use DE to fight TEQs (and MEQs, though making 3+ armour roll a crapton of saves works pretty well, and 'crons are quite capable of that) I can offer the following pointers:

1) The problem with not using a Haemonculus for your DE HQ is that the Haemy can do a lot for a unit (an addition pain token and Liquifier Gun is nothing to sneeze at)--and remember that a Liquifier Gun is AP3 or better half the time! With the haemy mounted in a fast craft he might be able to zoom up and lay waste to some poor MEQs if he rolls good AP...if not, well, at least he was only 60 points. Most of our other HQs need serious points investments to make them workable and only one has AP2 attacks (and he needs to get into melee, meaning his boat needs to survive the charge forward). If you're dead-set against using a haemy then I'd just grab a budget Archon and hope you can find something relevant to do.

2) Our troop choices are not particularly optimised against 2+ armour. Massed splinter shooting is good at drowning 3+ armour in shots, but my guess is that your Necrons are more worried about 2+ enemies than 3+. In this case the best bet is probably to get 2 5-man squads of Kabalites (each one can take a blaster for an extra AP2 shot and some vehicle-killing power) and mount each in a Raider. Each Raider can have a Disintegrator for 3 AP2 shots..

3) A minimum 3-man Trueborn squad can be used to buy another Disintegrator Raider. They can also take a blaster or three if you like.

4) Beast Master units have potential as tarpits to lock down enemy heavy infantry, though I doubt they'll dish out much damage.

Good things vs heavy infantry.

Disintegrators/darklight weapons on vehicles and in units.

(might want to consider a small unit of trueborn in a venom- 4 blasters for killing vehicles/termies, plus a dozen poison shots a turn.)

Disintegrator ravagers make termies and MC cry. 9 Str 5, ap 2 shots a turn on a fast, agile (if spongy) skimmer.

Razorwing with dissies, splinter cannon can be effective air to ground firepower.
