Well Raven Guard are better at stealth than the Astartes options up there, but of those listed I would have to go with the Dark Eldar Mandrakes. How do you beat beings who literally come out of the shadows?

Turn on all the lights in the room. Fer serious though, Imperial Assassins. With numerous infiltration capabilities, they can apply whichever is best suited for that particular situation. Plus, they have the resources of the Imperium to draw from. Callidus can hide in plain sight!

Tyranid Genestealers, which infect target planets literally 3 generations (at minimum!) earlier than the invasion. Then they generally infiltrate the entire planetary government and most defense institutions before flooding the streets with Genestealers once the invasion begins.

But it was actually all over 100 years prior, when the Patriarch made planetfall.

It really depends on what aspect of the scout role you're looking at.

On the whole though, I'd go with Imperial Assassins.

If you simply look at how advanced technology they use and how trained they are, you can't deny that assasination is one of the few things that the Imperium does well.

I would go Mandrakes for sheer stealthiness (being basically living shadow is awesome) but in actual fluff they rarely do actual scouting. They work more as terror/shock troops.

The decapitator is one of the best assasins in the known universe though.

You know he's good when his home is built out of the skulls of chapter masters and their equivalents.

Space Wolf Scouts are Wolf Guards who have earned the right to wear Tactical dreadnought armour...not that they do but the title wolf guard entitles them to...so they're already great and mighty warriors...they have just decided that they like their own company instead of the pack...

Fluff wise I would say the changeling wins simply because of all he has done as an individual. Rules wise, not even close.

Tau stealth suits all the way. Fluffwise they operate out side the commanders' directions, having to make up what they want to do, and are given practically free rein to do so. They have suits that turn them into null points of detection, appearing to be just what is around them. It is so advanced that you could have a scanner in your hand and a stealth suit in a clump of trees about a mater away from you and you would have no idea that they were there. They have powerful weaponry and support systems, coupled with a jet pack which makes them very maneuverable. Gameplywise the are not worth it. They are to expensive, and take up your valuable elites slots. The reason I even use them is because I play farsight, and love stealth suits (Also I hate the riptide. As a Tau player from the beginning, I veiw it as a insult to our fluff, and the way our army works. They do something like add the riptide, but take away vehicle multi-trackers and target locks. It's stupid. mutter mutter..).

Marbo should be his own option, not lumped with the much inferior Stormtroopers.

1. Marbo, because he's magic.
2. A close tie between Imperial Assassins (Callidus) and Dark Eldar Mandrakes (ethereal shadow beings spawned from already sneaky elves)
3. Lictors, Pathfinders, Stealth Suits
4. Everyone else, with Raven guard having a chance to break into the top three if you're going by the "turn literally invisible" interpretation of their abilities.

TBH, i think that deathmarks and Kommandos and to a lesser extent stealthsuits should not count becuse of the following reasons.

1. in the case of deathmarks, according to the fluff they dont hide at all, they just teleport behind enemy lines and shoot thier target and then teleport away.

2. while stealthsuits are very stealthy (duh), it is due mostly to thier cloacking tech rather than the stealth skills of the pilots.

3. kommando's ability to infiltrate in fluff is almost always used on isolated IG/PDF forces and had space marines, eldar, dark eldar, necrons, tau, kroot, or any other race (with the exeption of other orks and MAYBE CSM if they are lucky) they would have been detected and hunted down very quickly.

Wouldn't this go to Necron Wraiths?

I know it's Ward fluff, but they're described as able to phase out of existence and still be able to walk (slither/crawl lol) amongst enemy troops and phase back in at will to assassinate the enemy commander or destroy vital materiel, etc. They can even just phase certain parts back in to disable an organism's connection to its brain or heart, for an undetected kill.

I mean nothing in the 40K-verse I know of has that sort of capability, and in the abundance that the Necrons have with their legions of wraiths - these are far greater than Deathmarks in terms of their overall utility. Other units/entities from other races are indeed skilled, but that took years of training and experience. A wraith comes off the assembly line with that capability and from the second its CPU is activated pretty much.

This. The only guys they fool are Guardsmen (and not even the good ones at that), which isn't much to boast about.

Oh, and Iron Warriors who recently had undergone brain surgery from an Ork Painboy.
