In the Horus Heresy, the Alpha Legion harvested fresh Raven Guard corpses from the battlefield of Istvaan III and surgically transplanted the faces onto Alpha Legion operatives. The Alpha Legion stole the technology and promised to give it to to Horus (though planned to use it to further their own agenda).

Fluffwise nothing can beat the Necron Deathmarks. They exist in their own pocket dimension and emerge just to hunt you from anywhere in the galaxy. Best part, once you are marked you will be marked forever and unlike every other option posted there is no rest, no need to eat, only the eternal hunt for these guys. Scary.

Because I'm looking at their rules, not their fluff.

I absolutely love Blood Axes fluffwise, and Kommandos are some of the coolest Ork stuff out there.

But rules wise they're absolute trash. I've been looking at allies options to field as Blood Axes, and might use Marbo as rules for Snikrot

Fluff wise says the best infiltrators are the Raven Guard. They move with silence and stealth. I reckon they do it so well that it puts Torias Telion to shame.

I absolutely love Blood Axes fluffwise, and Kommandos are some of the coolest Ork stuff out there.

Marbo does not move with silence and stealth. Marbo simply changes reality and appears wherever he needs to appear.

Creed does not move with silence and stealth, as he prefers to use his tactical genius to infiltrate a titan wherever it needs to be.

So the only question here is whether the Raven Guard would find all of their spare bolter ammo replaced with demo charges, or suddenly realize that what they thought was one of their fellow squad members is actually a Reaver titan. Either way, they lose.

Technically, wouldn't the deathmarks win, since they are actually extra-dimensional, and there is literally no way to see them before they deploy?

Alpha legion or mandrakes, the alpha legion are amongst the best schemers in the universe and pretty much the ultimate space marine force for disruption, sabotage and recon missions, I mean they managed to fool Roboute guilliman and almost assassinate him.

Mandrakes are probably the most stealthy guys since they can hide and appear from shadows

Callidus assassins are also pretty cool and near impossible to detect.

Actually, old fluff had them as even more awesome infiltrators, because while Wraiths have always had that phase-in, phase-out ability to Kitty Pryde their way to victory, under the old Necron fluff they were actually Necrons, not robots - so they had carried over their skills at the silent kill from when they were alive.

Deathmarks don't just teleport in, their fluff states that they're already there, just shifted into a folded space - nowhere does the fluff imply that they teleport. In fact, it pretty much states that they can't move while in Hyperspace, which means they have to get into position, then shift into hyperspace to hide, then wait for their prey to pass them by - so not only do they have to have excellent sneaking skills, they have to be able to predict the enemy movements perfectly and get it right every time.

HOWEVER,

Since Eldar Pathfinders have the handwave of authordom stating that they're the stealthiest infiltratiest sneaksters in the entire galaxy, and a bunch of them got ambushed by Kroot, I'm going to have to say that Kroot win this contest.

If I remember, that story was in the 3rd edition tau codex (quite violent too). It had a bunch of cool little stories. I wish the current codexes did stuff like that...
