Yes, Mind Shackle Scarabs do work on single model units. I once had the Swarmlord jump a unit of Lords (every one of them had mindshackle scarabs). It was basically impossible for the Swarmlord to NOT kill himself.

This is probably a good reason for 'not' charging in a single model unit vs. a royal court consisting mostly of Necron lords with this wargear... ;-)

Yes, Hallucination: 'You! You're a traitor!' works against single model units. The single model will inflict a single hit on itself, however odd that may seem if acted out in real life.
