I can't seem to find this anywhere. If this has already been discussed please point me in the right direction.

Very simple. Can you fire manually fire a vengeance weapon battery? I have had some people tell me that you can't since the building can't be occupied, but the weapon is described as an emplaced weapon and emplaced weapons can be fired by one non-vehicle model in base contact.

Thoughts?

You are thinking of gun emplacements (like the quad gun). an emplaced gun (like the heavy bolters of a bastion) is as your opponent described, you must be inside the building to firing them manually but do get to have automated fire (unlike gun emplacements)

Vanished Completely

There is two very similar terms, Emplaced Weapons and Weapon emplacements, but they have completely Rules governing them.

The first, emplaced weapons, incorporate any weapon which begins attached to the fortification in question, or purchased as an upgrade that is then deployed 'attached' to the fortification. As these weapons have the ability to fire independently of any model, they contain a list of instructions governing how they go about doing so. As they are also able to be manned, they contain a second list of instructions telling us how they are resolved in this state as well.

The other one, Weapon emplacements, are designed for stand alone weapons that are placed directly onto the battlefield. These weapons lack any ability to fire automatically and only contain instructions on how a model can 'man' them. They also contain instructions that grant permission for them to be attacked directly, and even removed as a casualty which is very rare for terrain pieces.
