Is it possible to make a pure Tau army that is highly competitive(maybe not top tier like the screamer star) but TOC and competitive?

That was my original question, I've came up with a list and I wanna hear from dakka:

This is meant to be semi competitive, mostly to win but not as broken as my O'Vesa star.

38 seekers, 21 marker lights. If I get first turn I can de-mech most armies. If I go second I might have to hide most of the skyrays. The piranhas will come from reserve, turbo boosting but still using those marker light tokens to shoot off the seekers.

Sure? Kroot, riptides, misslesides, rinse, repeat? Buff commander. Allie with farsight for crisis suit troops. It should do just fine.

Not using allies for one.

And I'm trying to stay away from riptides. Can I have a sample list? And thanks in advance.
