No.

The Daemon Lord of Tzeench who's name I'm not going to begin to try to spell is the same points, and he's already considered a bit OP. I stopped reading this when I got to "Immune to D Weapons", since it's clear that you want this guy to be "so super-duper awesome special snowflake who didn't afraid of anything!!!!!11111!!!!!!"

summed up.

i would say this creature is closer to 2000pts. Namely because he is immune to D weapons.

EDIT:
He also is confusing powers. Can do things for more rolls? IDK. But i wouldn't want to play apoc with this thing even if i had a hundred titans.

No one is having a heart attack over it necronspurs.

As a rule of thumb, when your description is

he can do this, and this, and this, and this, and this, and this, oh, and this

You should step back and think, am I overdoing it a little here?

On the plus side, at least some of his stats aren't "10"

Well if it's just for fun, why bother puttting it here then?

If you don't want peoples opinion as well as their rules advise then I am not sure what you want. I mean fluff wise he is a monstrousity, a Chaos God could never manifest in the material plane. Rule Wise he is very unclear, does he simply ignore all D strength blasts coming at him, as if they wheren't there? Why? If you want to make him more resilient to them give him a 4+ Invul that you can SPECIFCALLY take against anything OR make him a Flying Gargantuan Creature so no D strength blasts can hit him. Then you are one of the better protected models on the same scale as a phantom titian. Also when you say his attacks have the instant death rule, does this only apply in combat or to al his witchfires as well, if it's a melee thing then why not have it as a melee weapon? Stat-line is also weird, most authors either pick 8's OR 9's yet you have both, I would recommend being 8's.

For your Psyker Rule I am confused, is he a Level 5 that HAS to take Lore of Tzeentch and then buys extra spells, or is he a level 5 that knows lore of Tzeentch in addition to what he rolls? How does your Ldship 10 rule work with the Multiple Modifiers rule, because you give no permission for this rule to supersede other Codex Special Rules, examples being Grey Knight Aegis and Tyranid Shadow in the Warp. The way it is now EVERY time you wanted to cast at such a unit you would have to roll off with your opponent to see what rule takes precedence.

Many Faces of Tzentch, only rule that seems fine to me. Over all I think that before posting think of all the little loop holes a TFG could totally screw you over with. Once that's dealt with ask if YOU would want to play against it.

Also, an Idea for fluff that won't kill every fluff bunny within 12 miles; Every eon or so, Tzeentch drifts into a deep sleep staring into the well of eternity. It is these times where his mind wanders between the strands of reality that he gains his insights of everything that is. But while his mind wanders, his brain is dreaming. The dreams of Chaos Gods are powerful things, because while Mortal dreams form in the Warp, the dreams of Chaos Gods manifest in the material realm with dire consequences.
