This list is designed to try and fight the current meta. (around me that is wave serpent spam and riptide tau). I want a strong backfield to lay down fire. I also want Alpha Strike potential. I do actually play in tournaments and is more its orientation. this list could be used in a fun game, but I would ask my opponent to bring there A-Game. Who says you can't have fun and play a (hopefully strong) list!
HQ
Captain, Bike, thunder-hammer, artificer Armour, shield eternal 210
Master Of the Forge w/ Conversion beamer 110
Troops
Tatical Marines
10 marines Melta Gun (or plasma I have not yet truly made this call) in a Rhino with a dozer blade 195

Sternguard 160 5 in a Rhino
Fast Attack
Bike Squad 3 Bikes 2 Grav-Guns 114
Stormtalon Skyhammer Missles 125

Heavy Support
Thunder-fire Cannon 100
Rifleman Dread 120
Rifleman Dread 120
How it is played
This list can be played two ways.
Full on rush to the face alpha strike. Raven guard allows me to scout those Rhinos. If I go First I can redeploy 12" up then move 12 inches and pop smoke all with +1 to my cover save. that means 3+ Cover Rhino. even if they die I still have 30 marines + 5 sternguard in the opponents deployment zone turn 1 onward. If they have meltas this means removing heavy tanks turn one. the second turn I can detach the captain and run him into something like tanks or a rip tide. the two auto-cannon dreadnoughts are great of working over wave serpents, especially in bolstered ruins. the thunder-fire cannon and master of the forge combo is sweet. that's 5 small blasts and tends to make units disappear.
Play defensive and take the objectives. Now that first turn scout is re-purposed. According to the army/mission I am playing I can form a rhino wall to castle up, deny LOS or move on to the objectives and sit there. This is where plasma might be better it would allow me to reach out and touch people from the objectives better. In addition you still have that huge back-line.

Why only one rifledread in heavy support? Elites slots don't do anything, may as well put it in heavy for Big Guns Never Tire.
I'd also be leaning toward Iron Hands with this list as there are a fair few vehicles and absolutely no jump units. On the other hand if you're going for the alpha strike tactic the scout moves are pretty crucial.
Finally regarding the melta/plasma choice - go plasma if you've got the points as there's plenty of other antitank in the list.
Maybe leave one squad w meltas just to be sure
There's my two cents. Good luck!

Thanks for your feedback I might be able to switch one or two of the guns.
I might have to play test the Iron hands but I think then i would need a couple more tech-marines or a couple more vehicles with kill potential. Still an interesting idea.

The list as is is fine. Plenty enough vehicles - 8!
So yeah an extra tetchy might go down well...

If not taking assault marines you might as well go for Raptor chapter tactics, same as the raven guard barring the jp part of the CT, but bolter armed marines get instead to make a shooting attack with rending if they haven't moved.

I forgotten about the FW tactics, that's actually an extremely good idea. I'd be going with them
