Quite balanced, has the right upgrades. You have no psychic defense so it doesn't qualify as top tier but you have an excellent chance of tabling lesser armies.

Get farsight allies added to that IMO. It'll give you more to work with in terms of scoring troops. You could take farsight and get those crisis suits as scoring troops for 3pts. Also gives you the option of getting that sweet talisman for deny the witch.

Puretide on a unit with no guns is pointless. It doesn't confer bonuses, only on the equipped unit. Also drone controller is a waste on a buffmander. His unit should be killing whatever it shoots at in single volleys so marker drones are pointless also.
Ethereals are good if you expect to be taking a lot of ld tests, but if your just going to gun line, cadre fireblade gives them double tap at full range, ethereal only does at half. And remember ethereals give up a vp when they die.
Elites
Fusion doesn't synergize with IA, ranges are opposite at 18 and 72. Go with SMS with IA. Also the IA doesnt synergize with interceptor, you have to hit all three shots to strip, or get really lucky with your dice. Its unreliable for AA, use the HBC for AA, its nova profile will drop a flier every turn. You also want Stims or early warning. Your choice, they both have their perks. If you nova a lot go with Stims. HBC riptides should nova every turn, so Stims are a must. He will be in your opponents face all game, so he will take a lot of fire. If you want to eliminate backfield flankers, go with IA and early warning.
Crisis suits are where I would put your fusion guns. Drop them behind the armor and let em rip.
Troops
Eh it's a gunline, I don't play mine like that. Quad gun might be a good choice. I do use kroot, exclusively. So I advise full squads with snipers. Snipers drop MC's like their hot. They can also strip AV 12 reliably. Kroot are however a more surgical tool. If they get caught out of position, squish. But most guns ignore FW's 4+ anyway so its kind of a wash. Just get them in a forest.
Fast attack
Well you don't have enough marker support. You need some pathfinder squads. Just remember to deploy them so they are in ml range of where units WILL be not where they are. This also subverts some first turn incoming fire on them. And remember to play your skyrays aggressively enough that they are able to get their markerlights off.
Heavy Support
Add missile drones for extra fire power and some ablative wounds.
Skyrays, bsf if you must. Sensor spines are an auto take. It allows your ray to move into cover worry free. This has a twofold purpose. First is the ability to get cover saves without risk. second you will want to tank shock troops out of cover and off objectives after you shot off the missiles. Once it's rack is empty you should use the tanks to disrupt enemy movement/positions. Shock them from cover, or use them to force assaults units to move around them on their way to squishy targets. Remember they are skimmers so they don't block line of sight, so you can put them between your units and any threats and still shoot.
That's about it. I forgot to mention you have the option of using a marker commander. I haven't tried it yet, but it seems to be getting popular.

Does the buffmander go with the Plasma Crisis? If so that seems a bit of a waste. Though that unit does have good firepower it is short ranged and not hugely survivable.
Why have you got Velocity trackers on your Riptides? Do you like playing games 40 points down or do you like wasting 440 points to strip 1 HP off a flyer?
Kroot need sniper rounds. Fire Warriors probably don't need to exist.
You have very little ability to stop AV14+ with only the Riptides that can scratch it. So if there's any in your meta that could be game ending for you. Particularly any AV14-15 that's spewing out Strength D shots at you.
Other than that it looks solid.

You need to check what a unit is as you seem to use that word to refer to a model. Also check what the PEn Chip does as it certainly does pass benefits onto any attached units. Also Skimmers do block LoS it is true LoS and has been for 2 Editions now so skimmers block LoS as per their model. Putting one in front of your units will generally stop them from firing.

And the word unit means, an individual thing or person regarded as single and complete but which can also form an individual component of a larger or more complex whole. That's what a unit is.

Puretide chip does confer any abilities that would normally be conferred according to the core rule book.
Blacksun Filters are useless on Skyrays, all their weapons ignore cover and their longest ranged weapon is 36". Night fighting has no effect on them.
Never field a Riptide with an Ion Accelerator without Fusion Blasters, they are your only anti-tank anyway. And the one two punch of Melta, Smash Attack beats just about any tank.
If you plan on the kroot killing something, you will be let down. Use smaller squads to capture objectives or field them behind that wall with sniper rounds. Don't outflank them as snipers though. Snap shooting is not their game.
Aside from those basics good list. Big fan of Fusion Blasters as anti-flier weapons, enjoy.

I almost forgot. Ok skimmers don't have a special LOS blocking rule or anything, but with the proper base you can see under it so you can shoot from "through" it. Automatically Appended Next Post: I suppose fusion would make great AA. I didn't think of it like that, but I run FB on my HBC tide.

Perhaps check what the special rules that the model gets do?
And the word unit means, an individual thing or person regarded as single and complete but which can also form an individual component of a larger or more complex whole. That's what a unit is.
That really isn't what a unit is in 40k again check your rulebook for what unit means and what model means.
