St. Augustine, FL was an important place in the Civil Rights movement in the 1960s and was the only place where Martin Luther King, Jr. was arrested. As far as the history of the image:
James E. "Jimmy" Brock became the focus of national attention during the Civil Rights movement in 1964 after pouring muriatic acid into the whites-only swimming pool at his Monson Motor Lodge after several young black men jumped into the pool. Muriatic acid is undiluted hydrochloric acid and is used in the cleaning of masonry surfaces such as pools. But what people heard was the word "acid." A photographer caught the action, and that photo, as well as one of police officer Henry Billitz going into the water after the blacks and whites in the pool, was sent out worldwide.

Reminds me a lot of the photos at the NEWSEUM in DC. Amazing real photos which show this kind of stuff. You can't even imagine it but it really happened. The throwing acid on the black people in the swimming pool was super moving. It is hard to even imagine things like that happened even though we all know it did because history tells us... Seeing a real photo of it hits harder than words in a book sometimes.

An earlier poster mentioned it was undiluted hydrochloric acid, used for cleaning pools that was being dumped on the swimmers. I imagine that although not fatal, it must burn like a mother.
