I'm in the market for a new airbrush compressor, as the iwata ninja jet that I have is pretty much worthless. Has anybody tried this HDX compressor for airbrushing? http://m.homedepot.com/p/HDX-3-Gal-2-Amp-Pancake-Air-Compressor-with-13-Piece-Accessory-Kit-0210384/204339561/

I'd like to spend no more than $150, and I'm thinking that maybe I should go with a shop style compressor like the one above rather than a hobby compressor, since I typically use my airbrush outside on my deck, so noise levels aren't terribly important (though they're still slightly important, because I live in an apartment). I already have a regulator/vapor trap, so I don't necessarily need them to be built-in. Can anybody give me some insight on the compressor above or recommend one based on what I'm looking for?

These guys sell some nice starter airbrushes for under $150. However over time you might want to upgrade to a better Air Brush.

Yes, that compressor will work just fine. I'm sure it is just as noisy as any other shop compressor of that size (I have one in my garage that is very similar), which is to say that is tolerable. You can add your regulator/trap right to the discharge of that compressor and be good to go.
