So let's say I'm going to establish a Codex: Space Marines army utilizing the Black Templars' chapter tactics... but I want to use my own fluff/lore/story for them as well as color scheme... I want to call them the 'Sons of the Aggressor'.
So if like I'm describing to someone what I'm playing or list it some where I say: "They're the Sons of the Aggressor... Counts as Black Templars" ,right? or is it the other way around? I'm playing Black Templars... Counts as the Sons of the Aggressors?

The chapter is 'Sons of the Aggressor.' They use Black Templar chapter tactics.
With more extreme cases, (Say, using Grey Knight rules for your custom Chaos Space Marine chapter, where almost every model would be different from the official in more than paint job) you'd say something like 'These are the Sons of Chaos, they use the Grey Knight rules. These guys are Paladins, these guys are Purifiers, this is Draigo...

I can see it now....Nids are now a collection of autonomous hive fleets there are multiple Hive Minds and they all war with one another in addition to everyone else. They speak to humans using telepathy, and they can now ally with Space Wolves as battle brothers, because reasons.
Tyranids talking to humans would be like you talking to your mashed potatoes or the probiotic in your kiefer drink. It is neither possible nor productive.
Inside my mind I pinched my nipples and savored his bitter silence.
