To be specific, I want to adjust one of my juggernauts in my Bloodcrushers of Khorne kit. I want one of them to be rearing up on its hind legs, ready to stamp down with the front hooves. However, I'll need to adjust on the back feet. Would it be possible to cut the leg into three parts, the leg, the "achilles," and the foot, and then reverse the achilles (which is a wedge shape), and then glue it all back together? How much structural integrity will this have, especially considering the model will then be sitting on the base on only one foot?

As it's plastic, shouldn't be a problem.
I would use a razor saw to cut the legs apart. I think the legs are solid not hollow. If so, it makes it a lot easier. I would then use florist's wire (as it's quite soft) to pin the leg back together after first drilling through the middle part then drilling a hole in each of the other 2 pieces 3-5mm deep ( the deeper the better but you don't want tp go all the way through). I would finish by green stuffing the joins.
Thinking about it, you could drill all the way through the foot & thread a 5cm piece of wire up through the foot, through the central part & finishing in the top part. Drill a hole through the base & then you can glue the foot down & wrap the excess wire under the base & glue it in place to fully stabilise the leg.
Remember - use soft florist's wire otherwise you will have a lot of trouble doing the above method.

Yeah, if you pin it like bubber said, it will have some extra strength, and you can add some green stuff to help as well. Since it is plastic, it doesn't have the weight that a metal figure does, so you shouldn't have any trouble with that.
