CF list, but if you're going to take Pedro you should really maximize his strengths
This would mean maximizing your alpha strike, perhaps a full 3 Stern squads, and the addition of more drop pods to round things out.
I would suggest imbedding Pedro with a Tactical Squad in a drop pod.
They are far cheaper than the sterns as ablative wounds, and are guaranteed to soak some fire with the warlord in their midst, saving some of your sterns from the inevitable firestorm.
Also, as long as you have one member of each stern squad within Pedro's bubble, they should all still benefit, and he'll greatly buff the
tac squad's meat shield abilities
If you have the points give them just a flamer and a combi-flame on the sgt to help deter assaults and sacrifice the Sgt to challenges so Pedro can work the enemy squad with his

Sterns, especially with Pedro are amazing.
Unlike some of the others, I love the heavy flamers and combi-flamers, but only to a point.
I would recommend bumping both up to 10 man squads, and kitting them out for combat squad-ding on the drop
An example of this would be 3 combi meltas / 2 hvy flamer and a combi flamer. One combat squad pops a tank, the other fry's the contents or can serve as anti-assault deterrent
remember they are vets, and if inside Pedro's bubble they get 3 attacks base, 4 on the charge, so can be used to bail out Pedro's unit with a counter charge if necessary after they shoot off a round of special ammo

The tacs are fine, but I'd do them as above with a pod, combi-flamer on sgt and reg flamer in the squad
The scouts are fine for home camping, but in an alpha strike list you might be better off getting another
tac squad in a drop pod to bump up your numbers to get more pods on round one

I love the devestators with the IF chapter tactics, but with Pedro and Sterns your going to get up close and personal real fast, and the
devs may wind up being one of the only units on the board for your enemy to shoot at if you go second. Also flack misslies suck, if you need
AA nix these guys, buy and
ADL with quad, and man it with scouts in cloaks
I'd nix them in favor of more pod units, maybe more tactical marines or a five man assault squad w/ duel flamers to hunt pathfinders / horde units, and or to use as a speed bump for units approaching your sterns
The
TFC is great, but not the best with Pedro and alpha strikes. I've used it this way and had it survive the first round by hiding out of
LOS, but any deep strikers or infiltrators can then be an issue. If you keep the scouts put them near here to support the
TFC in case it is threatened

I'm not a big fan of centurions, as they tend to be a big point sink, though they do compliment the IF doctrines
However, if your going big alpha strike I'd nix them in favor of more pods or a Legion of the damned squad.
The
LOTD squad can deep strike to support your sterns and other deep striking units, and is relentless.
If you go with a combi-melta on sgt, melta, and mulit-melta you have a roving 24" death machine that is a major threat to any heavy armour units that your stern havn't been able to kill in the alpha strike (
LOTD will come in on round 2 or later)
If you go with combi-
plas/
plas pistol, plasma, and plasma cannon you have a nasty anti infantry / anti tank unit to harass your enemy with
The
LOTD have gotten a lot cheaper, have that 3+ invuln, will help to draw firepower off your surviving sterns, and can be brought down wherever they are needed with out much scatter.
