Never mind, it doesn't say it anywhere in the digital edition but I checked the hard copy and it says in their entry.

The wording on the crisis bodyguard team is "for each commander in your army, you may include one bodyguard team". They don't take up a force org slot, you just need to have a commander to unlock each bodyguard team. They're exactly like SM command squads in this regard.
