What do you guys think?

I really want to make a DoA army work, which is hard with the 6th edition restrictions. Also if anyone can explain to me how sanguinary priest work for purposes of the 50% reserves rule, that would be awesome. Do they count as 1 unit? or two because the act independently. I want to make this list something acceptable for casual games because quite a number of people seem to have issues with full on Tau... Also I really want to play DoA!!! let me know if you feel that something in the list is a little too cheesy for casual play.

for reserve point a 10x marine + priest count as 2 unit

so 2 asm unit, 2 priest, sang guard and libby count as 6 total unit on reserve (if you planning on DoA all of them)

however, if you put libby and priest in the same unit they all arrive in the same turn and on the same position

honestly, i would not use sanguinary guard alone; SG is good with Dante and some infernus pistol to drop behind big target and melta them, and a priest inside for survivability, but still a waste of point; for this point you can punt a third 10x assault marine squad with melta and pw for sergeant
also, epistolary is not really use 'cause you can select shield of sanguinius and strike/blood lance/other attack power and use both of them (SoS on enemy's turn, other power on your turn)
recovering 50 points from epistolary and some points from sanguinary guard you can take third sanguinary priest for third assault marine squad

or you can drop sanguinary guard and put a vanguard veteran that can DoA and assault on same turn

I was going to type my commentary all out but I will just add them below each unit. I don't know a whole lot about Tau but I'll offer what advice I can. BA I know much better and I can help.

Never take the Epistolary upgrade. That's a waste of 50 pts that could buy you a Sanguinary Priest or some much needed wargear

Don't take Sanguinary Guard. If you want to play Dante (don't) feel free to take them as they become troops. If you just want the banner, bring an Honor Guard unit with JPs and the Chapter Banner

Step in the right direction but this unit needs a Land Raider or they need Brother Corbulo, who is in fact a beast and should be taken anyway

Good. You're using them correctly. I tend to put my PWs on these guys as they are WS5 but that is personal preference as that means if you want your Power Weapon in a challenge, you have to risk your Priest on the chopping block

Don't take Combat Shields. A 6++ is worthless. Ask any Sisters of Battle player. They'll tell you how awesome it is to have for free but if you ask them if they had to pay for it, most won't. Everything else is good

You actually can't take a second Buffmander if I remember correctly. Or a second Broadsides unit. Allied detachments are 1-1 for HQ, 1-2 troops and 0-1 everything else if I remember correctly

All independent characters count as their own unit when counting the 50% reserves rule. So yes, this means your Sanguinary priests count as an extra unit, but this also means your Buffcomander can count as an extra boots on the ground unit if you deploy him on the table.

This is what I would do for a "DOA" style Blood Angels Primary with Tau Allies at 2000 pts:

BA
HQ:
Mephiston
Librarian, Jump Pack, Shield, Lance

Elites:
Furioso Dread, Heavy Flamer, Frag Cannon, Drop Pod
2 Sanguinary Priests with Jump Packs

Troops:
2x 10 man assault squads with 2 melta guns each

Fast Attack:
Vanguard Veterans, Jump Packs, 4x melta bombs

Tau, Farsight Enclaves:
Battlesuit Commander, two missile pods, target lock, drone controller, two Marker drones

Elite:
Riptide with Ion Accelerator

Troops:
3 Crisis suits each with a single fusion blaster and a flamer, one Shield Drone hidden in the middle of the unit

Fast Attack:
5 marker drones

Heavy Support:
2 HYMP Broadsides, one with Velocity Tracker

So one assault squad goes in reserve with the Librarian and a Sanguinary Priest. The Vanguard Veterans squad goes in Reserve. The Crisis suit team goes in reserve.

The Fragioso goes in reserve but drops turn one to try and get First Blood with a little help from his friends. I understand it's the only AV in the list but it's too good to pass up for 170 pts

Mark'O, drones, Broadsides, Riptide, the other assault squad, the other Sanguinary priest and Mephiston start on the board.

Turn one Markerlights plus Riptide shooting plus HYMPs plus Fragioso should net you first blood. The ground assault squad screens for Mephiston and they fly towards the enemy.

Turn two, more markerlights, more riptide shooting, HYMPs shoot at flyers if they came on, Crisis suit team and the other Assault squad (with lance/shield Libby) drop close together and try to slag two vehicles, they both then get FNP from the priest and cover save from the Shield. The Vanguard DS in close and try to get that Furious charge bonus on whatever they're hunting. They also have 4x melta bombs to go after a third vehicle if need be. Mephiston and the other assault squad fly closer and try to join in on the assault. Furioso goes to smash a tank or melt away more infantry if he's still alive

Turn three, everything that's not in assault, assaults to try and clear objectives, HYMP Broadsides take on fliers, Riptide eats deepstrikers and other elite infantry/tanks with mark'o support.

Fragioso + Riptide Pieplates almost guarantees first blood, Mephiston is your warlord (lol) and you have three full troop choices and some other stuff in his DZ for Linebreaker/claiming his objectives.

And it's exactly 2000 points
