so say my raven guard have an inquisitor in the army. scouts can outflank. i have heard of the pathfinder commander bringing a squad of fire warriors in outflank, can a raven guard squad outflank with an inquisitor attached to the squad?

If it's not strictly prohibited with your chapter tactic than why not? However, note that they can't sit in a rhino together.
