"Your army can include one allied detachment for each primary detachment in your army (normally one but if youre playing a larger game this might be two)" Straight from the BRB p.109 as over 1999 points you can have multiple FOC. So before spouting off, read the rules. The only stipulation is that each one has to have units from only that codex.
Now for the list. Seems very interesting. I'd love to see/read a battle report for it.

Maybe they did read the rules, but unlike you kept on reading? For example, they might have read page 110 (hint: it's relevant).

The Primary and Allied detachments have to be the same, it says so on page 110.
"As stated earlier taking an extra primary detachment allows you to take an additional allied detachment (which must be from the same codex as your other allied detachment). All primary detachments must be from the same codex."
So yeah its illegal.

Sure its legal but he didn't need to make it an extra allied detachment.
He has 4 HQ's which he can have for Tau and he can have up to 12 troops which he has less then. So he could have written it as tau as primary detachment with double FOC with SM as Allies.

But that's not what his list is. He's bringing an "allied detachment" from Codex: Tau when he's already got an allied Space Marine detachment. His original army is Farsight Enclaves.
You can't have two different allies. The second allied detachment must be from the same army as the first allied detachment, if you choose to bring one. Having a commander with Multi-Spectrum Sensor Suite is not possible.

Ah I see. I didn't realize it was from the Farsight enclave.
