From the FAQ:

Q: Flyers are entitled to choose whether or not to use the Skyfire
special rule at the start of each Shooting phase. Can Swooping
Flying Monstrous Creatures also do this? (p49)
A: Yes.

Okay for the purpose of rules lawyering, if someone doesn't declare at the beginning of the shooting phase does that mean they can't shoot my flier.

Yes, that would prevent them from using skyfire at least.

so essentially that would be like a flyer only being able to skyfire if it has the hover mode.

quite limiting for FMCs, compared to flyers always having skyfire, dont you think?

No, it's like a flyer that can only Skyfire in Zooming mode.

Flyers cannot Skyfire when hovering, only zooming.

Same as FMC's. Swooping being similar to Zooming. Skyfire only while Swooping/Zooming.

Correct. Same as Flyers.

FMC declare Swooping or Gliding at beginning of the movement phase and are stuck in that mode until the beginning of their next movement phase.

With the exception of a swooping FMC getting grounded. that is the only way to change the mode outside start of movement phase.

While this is true, what does it have to do with the discussion?
I think I'm missing your point here.

I believe this was in response to the "at the beginning of the shooting phase" part above which I believe was in error. It is done at the start of the FMCs move, carries on unitl your next movement phase and is not optional so it must be declared. If someone does not do so they have broken a rule.

The first quote taken at face value, it is an informative clarification.

Edit: As well as the noted exception for getting grounded.

Except declaring how you move has literally nothing to do with declaring Skyfire. You declare how you move in the movement phase, you declare Skyfire at the beginning of the shooting phase.

But if you didn't declare "swooping" you can't declare Skyfire

Just like if a Flyer isn't Zooming it can't declare Skyfire...

I have a peanut allergy. It's really inconsiderate.
