So I'll get straight to the list, then comment after.

HQ-belial-190
DW command-320
-DW banner
-Champ
-Apoc
-Heavey flamer
- 2 TH/SH

Elite- deathwing knights w/ relic-245

Troops

Tac squad w/ plasma cannon & melta-165
Deathwing term w/assault cannon & chainfist-245
Deathwing term w/ plasma cannon & chainfist-240

Fast attack- ravenwing bikes w/melta-90

So first off I will say this list is mainly for fun, but like always winning is fun.
Now to the tactics. Belial with command squad and knights drop together or the knights playing off belials homer if I choose for them to come in the following turn and going after the Death Star units or key units or just to scare the other army. And the other two terms squads drop together and go after objectives. The bikes scout first turn using cover as much as possible so the other squads can use their homer. The tac squad hold the rear objective if any. Very straight forward list.

So 5 units in reserve and 2 on the board? You'll need to start at least one terminator squad on the board (to make it 4 in reserve and 3 on the table).

Crap forgot about belials command squad counting. I'll have to rework it or do you thing starting one on the board would be smart. Namely the plasma cannon squad, terms that is

So just an idea, dropping the command squad and bumping the knight squad up to 10 . Next add a Libby to the tac squad for rerolls? Thoughts?

The Twilight Zone

A terminator libby is always great for cheap re rolls. Since I started my deathwing he has never disappointed.

I would drop the plasma cannon and try to get a CML, it is better for all around long ranged engagements. Leave the plasma cannon to your tac squad(and try to get a plasma gun here for the 2nd weapon).

The command squad is good with a heavy flamer and a decent amount of bolters. Drop them in where they will do mass damage, and rely on your 5++ and apoc for FNP. Then you can charge in with your halbred, TH/SS and all to get things done. However, you have to be very careful or your command squad is easily dead.

I'd drop the command squad - They don't provide anything of such value that you should lose a potential scoring unit to get it.

10 Knights is a bit overkill. Instead, I'd focus on actually getting them into cc. A landraider should be something to consider.

I wouldn't take a librarian. As good as they are, you are already strapped for points, even before spending another 100 on a HQ choice.

Assault cannons or CML are the go to weapons of ranged terminators. Both have their pros and cons vs different targets.

1500 points is tough to play Deathwing-heavy because you get so few models. Tactically I agree with ditching the command squad. I would also use Ravenwing Knights instead of a regular Ravenwing squad. They pack way more punch and have skilled rider and a better cover save. I don't consider plane-jane Ravenwing worth taking unless you're doing a Ravenwing army and using them as troops.

I would also consider splitting the tact squad and putting them in Rhinos. Since you're deep-striking with so much, you're going to have them taking a lot of fire the first turn.
