Homicidal Veteran Blood Angel Assault Marine

So I am working with my new project. I am making my own chapter.
This is mostly fluff/painting project but I have been working on some of my own stuff game-wise so I could play against my friends with this.
I would like to ask your opinions on this. Such as are these balanced, fairly priced etc?

So they are a Raven Guard successor chapter (I'll use Raven Guard chapter tactics if needed) that work in the same way as having jump troops and Scouts.

1) my Chapter Master:
Chapter Master with Artificer armor, master-crafted Lightning Claw and Jump Pack - 185p
++his unique Warlord trait is that his unit and d3 extra units and can re-roll the Outflank result++
(costs 180 points regularly but I added the mc rule to his LC).
- is this legit enough (price/wl trait)
- this loadout fits into his fluff, but is it even remotely useful?

2) Veteran Scouts:
So in their fluff the Scouts aren't always promoted to Assault/Devastator/Tactical squads, but some of them are placed into this special unit of Veteran Scouts.
Statline of a Tactical Marine, but they have Scout armor and ability to buy camo-cloaks. As their gun they have a bolter that can be fired as "Sniper mode", becoming Heavy 1 and Rending. They belong in Elite section, always have a Veteran Sergeant and can only be taken as squads of five.
- what should their pricing be? For Rending boltguns the basic 14ppm for Tacs seems a bit light but 22 points (I originally tought of them as Sternguard Veteran equivalents) is way too high IMO.

3) suggest a 1000 point starter list:
If I ever start doing them as a project, I'd like to know what to buy.
Things I would rather have there:
- Assault Marines
- my Chapter Master (or similar Captain)
- maybe some Scouts

Any and all ideas will be appreciated!!
Thanks in advance!

Myself, I'm leery of playing "home-brew" rules in a pick-up game of 40K. Amongst my circle of "regular" opponents, I don't have a problem with them, because we can collectively sit down, hammer the rules out, and reach a general consensus as to whether or not our made-up Chapter Tactics, WL Traits, Faith Powers or whatever are "balanced" enough to be enjoyable to play and to play against.

So the best people to ask about your home-brew Chapter rules is going to be the people you play against. Everyone on the forums might think it's fine, but if the people that you are going to play against with them think it's cheese, there's nothing we can do about that.

It is best to be a pessimist. You are usually right and, when you're wrong, you're pleasantly surprised.

If you doubt the game balance of your rules, your opponent will as well.
Making new rules and point costs is not something done like chosing a painting scheme, esp. as there already ARE numerous Space marine Codices.

That said, introducing veteran scouts is a lesser risk to game balance than introducing Imperial Knights
In the end, your opponents have to decide, not us.

The best way to find out is to play trial games, if your dominating then you need to rebalance.

I'd go the route of using existing rules

SM (or BA) with SW allies, for example, would give you some of what you want. Then just paint them as a unified chapter (though making the GH slightly different than the Tacs might be a good idea too).

Then there's no question about balance, you're just running a single scheme with a couple different chapters allied together.

Okay, thanks for the input!

I mostly play against my friend who is actually in a middle of similar project of his own chapter.
He plays with Iron Hans CT and hardly ever modifies them, but we have discussed a lot about possible rules and wargear.

The stuff I presented here seem okay to him and he actually came up with the idea of my Vet Scouts having the Sniper mode as Heavy 1 so we both balance out our ideas.
But other than him my gaming group has very limited idea of Space Marines as none other plays them so I could explain almost anything (such as regular boltguns being range 36" and Rending with no additional cost) and they would be fine with it.
So I decided to ask a public opinion on people who have played this game longer than me/any of them.

I understand that these things should be settled between them and don't worry, I will of course ask before playing with made-up rules
Just tought that some of you would have your own experiences with home-rules to share.

I actually tought of that, as the Space Wolves infantry hierarchy is similar to my idea.
It's just the Ravenwing CT that I would like to have for my whole army :/

+ The Veteran Scouts would be hugely different from my original plan for them
