As the title says, what's the difference? Is it essentially the same game?
I have not read the rules yet but can you play wh40k vs HH or is it not interchangeable?
Has anyone played with this that has experience? I like the fluff of pre-heresy or even during the heresy events. Is it something I could play against other players at my gaming shop?

30k is set in the past and is about marines fighting marines it's not designed to fight against 40k armies.
A good example why is rotary cannons, in 30k they are not the best choice but use them against nids or guard and they'd chew them up easily.
30k features alot of weapons not balanced for use against non marine armies and so far there are no official rules or guides that would allow a hh force to fight in 40k but it depends on who you play against in your local area.

The rules are more or less compatible, but most stuff is balanced against other horde MEQ armies.
This makes them easy pickings for a heldrake but means that armies that struggle with good saves may suffer against them.

30k is fine against normal games.
The designers have stated that they weren't balanced with eachother in mind, but the balance can't be any worse than the gap between Tau/Eldar and Orks, for example.
But yes, its the same game, with a slightly different FoC (and a LoW slot that is actually better balanced and makes more sense), and emphasis on marines vs. marines.
This will change as the Ad Mech is fleshed out more, and other factions such as the Imperial Army, Rogue Traders and possibly Xenos factions are introduced.

Drakes would not be hard to counter just take dreadnoughts with twin autocannon don't move them and they get skyfire, they are cheaper than drakes and can turn their guns to killing vehicles once the skies are clear.

As a bit of a favour could you add [30K] to your Subject header. I'm trying to convince Dakka to start a 30K board!

Collecting Forge World 30k????? If you prefix any Thread Subject line on 30k or Pre-heresy or Horus Heresy with [30K] we can convince LEGO and the Admin team to create a 30K mini board if we can show there is enough interest! |

30K and 40K are not very compatible.
The main reason is that as stated, the 30k games if far more marine centered then the 40k is, and all things xenos will probably just react weird in that environment-some will spin into the realm of overpowered, while others decline into uselessness.
And some 30k abilities are used under the assumption that MOST enemies will be T4 with 3+ saves, meaning they allowed a greater killpower against things that do not fit that profile (as they are rare enough to make specialized weapons against them be weak), they assume marine leadership when it comes to leadership based rules (so both tau low LD suddenly becomes a burden, and necron 10s become that much better), etc etc.
Also, as far as the regular power armor dude-the marines themselves are different, so its hard to tell how the legions will even match to their 40k counterparts.
In short-no reason not to give it a try, but do not assume it will turn out right, because it has a high chance not to.

It's actually a fairly mid-range army. If one gives their time to read the HH rules, they'll find not much different than if GW came out with a brand new SM codex. Few new toys, some rule tweaks, some units shift FOC slot. Nothing insane, and nothing broken. the 30k List has its weaknesses and strengths just like others.
