Do you own the codex? It is made very very clear in the rules of the standard when it kicks in, what it can be used for and who can use it.

1) Is it the next assault phase?
2) If 1) is yes, this is how long the effects last for - this assault phase
It is remarkably clear. The only bit people get wrong is they dont read "next assault phase", and assume they can unfurl the banner and have it work in the same assault phase.

Just to add to this, it says you can use it once per game but does not specify when. So in theory, you can declare it in that turn's shooting phase, and "the next assault phase" is the one of that turn. This is part of why there is so much confusion.
I don't know how it has been standardized elsewhere, but in my group it is generally accepted that the declaration of a banner is the last action of people's shooting phases, and I always state it like that: "And for my last action during the shooting phase, this unit of Grey Hunters will look at their Wolf Banner to get inspired for the next assault phase."

Which is correct, in fact you could even use it in the current assault phase to effect the next assault phase if you happen to be locked in combat.
Using it in your opponents shooting phase, while legal and will effect his assault phase is a double sided coin; on the one side he can choose not to assault that unit, thus wasting your standard. On the flip that could make your opponent not want to assault that unit, thus letting you shoot and charge them. It is a knife-edge balanced risk/reward
