Simply put,

Can I use an older version of a codex in my games. I do not see anything in the rules stating that I must use the newest material. I know in a tournament this would not be allowed but in a semi-competitive/friendly area would this be OK to do?

I assume you mean something along the lines of using a 4th edition SM codex instead of the current 6th edition one? (Just for example)
To my knowledge, it's not against the rules. You may have to check with your group and see what they say.

Yes this what I meant.

My gaming group are pretty tight and if its not in the rules and we cannot find a definitive answer then it is fair game. So no problem there, I was mainly concerned if I was to travel to other gaming areas, would it be acceptable to do this.

The thing is you shouldn't look for a rule saying you can't, you're looking for one saying you can.
Either way it's up to your opponent to let you use an outdated codex

Semi-competitive ? Not likely. They updated the rules and you should use the most updated rules but it will boil down to your opponents personal opinion.
Friendly ? If you or some one in the group has the new codex then please use the new codex, but if not then the old codex will do.

It is up to you and your opponent to agree which rules you are and are not using. You could even agree to play a 2nd edition codex, if you really wanted (and didn't mind house ruling everything).

It is not a matter of the rules don't say I cannot; the rules do not cover the situation at all.

If you attempting to apply the rules do not say you can use older codices instead of new ones, thereforer you must use the new ones: it can be reversed on you that the rule also do not say you can use the new ones over the old ones, therefore must use the old ones.

That said there is little to no benefit to using an older codex, too many rules have changed, too many unit prices have been completely changed(often lowered)

Really it comes down to you and your opponent. There isn't a rule that says you must use the most up-to-date codex. If you are playing with your friends all the time then they really shouldn't have a problem with it. But different groups play different ways. Some won't play Escalation because they don't want to face a super heavy. Some groups prefer to play highly competitive games all the time because they go to a lot of tournaments. So while it is perfectly "legal" per the Spirit of the Game in the BRB to use an older codex instead of a new one, some groups might not see it that way. My group puts emphasis on "The Spirit of the Game" and a "friends first, gamers second" principle rather than legalistically following the rules, so we have no problems letting players use an older codex.

There are some benefits. Say a player buys a codex, then builds an army around that codex and certain units, then a new codex comes along and nerfs his army. Now, if this player doesn't have the extra income to go out and buy new stuff in order to play his chosen army, then my group would have no problem letting that player continue to use his old codex. It is just a game, after all.
