I would like to mix up the leg variants of my space marines. I've heard of using wire and razor blades but in your opinion, what is the best tool for cleanly cutting up those legs? Any advice for a converting beginner?

Use a razor saw like the ones GW makes. Many will recommend going to find something cheaper but frankly, the GW blade does the job so that's an option. Try to at least get something similar in shape/design. I have one myself, makes nice clean cuts all the time.

You're best bet is to use a hobby knife such as this:
Personally, I prefer a hobby knife with a more larger and comfortable handle.
Another good tool would be a razor saw like this:
They work best if you have a lot of material to cut through and would easily make short work of a space marine's leg.
Both of those tools can be found in any of the big-name arts & crafts stores.

I've got a razor saw like those two, but on mine, the blade isn't riveted into the blade holder (as the cheaper ones are) but is itself removable and replaceable.

Razor saw, if you don't have one yet, you need one. Its up there with hobby knife, pin vise, and side cutters. Bottom line, they are awesome.
